U.S. Securities and Exchange Commission (SEC) leadership is cementing and clarifying its digital asset policy framework as crypto regulation moves deeper into the agency’s 2026 agenda. On April 16, SEC Chairman Paul Atkins joined Commissioners Mark Uyeda and Hester Peirce in the inaugural Material Matters podcast episode titled “Commissioners Set the Course: 2026 Priorities.” The discussion outlined how the agency is defining regulatory direction on crypto and broader market structure.

Atkins announced the launch of the Material Matters podcast on social media platform X, describing it as a new SEC initiative designed to give the public greater insight into the agency’s work and its broader economic impact. In the episode, he emphasized crypto as a top priority, stating:

“In one area now that is really top on our list to try to get right with respect to regulation is the whole digital asset area, crypto assets.”

The SEC chairman linked the effort to broader national ambitions, noting that President Donald Trump has repeatedly promoted the goal of making the United States a global crypto hub. “The President has often said that he wants to make America the crypto capital of the world. Why Michael Saylor's Strategy decided to make STRC's dividend Leading bitcoin treasury company Strategy (MSTR) has proposed shifting the dividend payment schedule on its perpetual preferred equity, Stretch (STRC), from monthly to semi-monthly.
The amendment, outlined in Strategy’s investor presentation, would keep the 11.5% annualized dividend rate and total annual obligations unchanged (currently $1.2 billion). Holders would receive payouts roughly every two weeks instead of once a month, with the first semi-monthly payment expected on July 15, following the June 8 shareholder vote.

According to Strategy's presentation, STRC currently sees an average $0.45 price drawdown after the ex-dividend date (the deadline to own a stock to receive a dividend), with recovery to its $100 par value taking around two weeks. Typically, on the ex-dividend date, the stock price drops by approximately the amount of the dividend payment.
When STRC trades below its $100 par value, Strategy cannot issue shares through its at-the-market (ATM) program to raise funds for bitcoin purchases. By smoothing the price action, the company aims to keep STRC closer to par, enabling more consistent capital raising.

The reading that quiet networks are quiet markets misses what has changed structurally. A growing share of Bitcoin exposure now trades without leaving any footprint on the base layer.

BlackRock's IBIT delivers Bitcoin exposure through exchange-traded shares, and CME's Bitcoin futures settle in cash. A fund manager rotating into Bitcoin through either vehicle never touches a wallet, never opens an address, never appears in Glassnode's address count.

Price discovery increasingly happens in ETF order books and futures markets. The chart mismatch is partly due to sentiment and partly to Bitcoin acquiring a second market structure on top of its original one.

Stablecoins can help businesses turn costs into revenue, Paxos Labs cofounder says


Stablecoins, the $300 billion class of digital dollars, may have started as a faster way to move money across the globe, but companies are now asking a different question: what can they actually do with them?

That shift is driving a new phase of adoption, according to Chunda McCain, co-founder of Paxos Labs, who says the industry is moving beyond basic infrastructure toward real business use cases.

"The first step was getting a stablecoin," McCain said in an interview with CoinDesk. "The next question is: what now?"

Last week, Paxos Labs underscored that direction by raising $12 million in a strategic funding round led by Blockchain Capital, with participation from Robot Ventures, Maelstrom and Uniswap. The lab unit was incubated under Paxos, the New York-based digital asset firm behind popular stablecoins such as PayPal's $PYUSD ($PYUSD) and the Global Dollar (USDG). Paxos itself builds stablecoins and the immediate underlying infrastructure, while Paxos Labs intends to build tooling for further use of those stablecoins.

With the fresh funds, Paxos Labs is building what it calls a "financial utility stack" that lets companies turn digital assets into products through a single integration.

Its newly launched Amplify Suite bundles three core tools: Earn, which offers yield on digital assets; Borrow, which enables lending against them; and Mint, which supports branded stablecoin issuance. The idea behind that is to let firms integrate tokens into a business, then layer on capabilities over time.
