Russia introduces bill to criminalize unregistered crypto services

Russia’s government submitted a bill to its parliament’s lower house in an effort to amend the country's legal code to attach criminal liability for crypto services offered without regulatory approval or licensing.

In a draft law sent to the State Duma on Friday, Russian lawmakers proposed that entities "carrying out activities related to the organization of digital currency circulation,” that operate without a license from Russia’s central bank, could be subject to criminal liability.

Without registration with the Bank of Russia, individuals could face up to $4,000 in fines and up to four years in prison, or more severe penalties if part of an organized group.

“The same act committed by an organized group, or involving the infliction of damage or the extraction of income on a particularly large scale, would be punishable by compulsory labor for up to five years or imprisonment for up to seven years,” the bill’s text said.

The bill also proposes a “fine of up to 1 million rubles [$13,100] or an amount equal to the convicted person’s salary or other income for a period of up to five years.”

The draft law followed a package of bills initially proposed in March that included criminal penalties for illegal crypto miners, but the most recent legislation included details on fines and potential prison time for any unregistered digital asset services.

According to Russian media outlet RBC, the country’s Supreme Court said that the crypto bill lacks “reasoned justification” for criminal penalties.

The court said that the measure was “premature” until Russia enacted its “Digital Currency and Digital Rights law,” expected to go into effect in July. If the bill passes it would give Russia’s government more control and oversight over the crypto industry.

Pi is trading between $0.165 and $0.178 and has been stuck there for weeks. The price story is bearish, but everything around it is not.

Where the Price Stands

The important level to watch is $0.171. Until Pi closes a daily candle above it, the recovery thesis stays on hold. Resistance stacks up quickly above that level:

20-day EMA at $0.175

50-day EMA at $0.181

100-day EMA near $0.19

The one constructive signal in the charts is the MACD, which has flattened to zero for the first time since February. That indicates selling pressure is fading. It does not confirm that buyers have arrived yet, but the shift in momentum is worth noting.

The Upgrade Deadline Nobody Should Miss

The most immediate event is the April 27 deadline for all node operators to upgrade to Protocol 22. Miss it, and nodes get disconnected from the network. No exceptions.

This deadline is part of a broader upgrade sequence that is moving faster than most Pi holders realise:

April 22: Protocol 22.1 rollout begins the upgrade cycle

Beyond that: Early signals point to a push toward Protocol 26 before Pi2Day

Developers are already being told to prepare their applications for smart contract compatibility. That is a meaningful shift in what Pi could support as a platform.

The Fundamentals Stacking Up

Away from the price chart, three developments stand out this week:

18 million KYC-verified users. Pi continues to argue that its user base is different from that of every other crypto network. These are confirmed humans, not wallet addresses.

A whale accumulated 350 million PI. Large accumulation at current prices signals someone with long-term conviction is buying the range rather than exiting it.

In the livestream, titled “BIP 361: Welcome to ShitcoinLand, Bitcoin,” Hoskinson framed the proposal as an overdue admission from parts of the Bitcoin world that quantum risk is no longer theoretical. The Cardano founder pointed to language in the proposal stating that, as of March 1, 2026, more than 34% of all Bitcoin had revealed public keys on-chain, leaving those UTXOs vulnerable to theft by an attacker with a sufficiently powerful quantum computer. In his telling, that amounts to roughly 8 million BTC exposed to a future break in Bitcoin’s current signature assumptions.

Hoskinson’s attack centered on two related claims. First, he argued that the response implied by BIP 361 would require a hard fork, even if described otherwise. Massive exchange inflow

The Inflows to Exchanges metric shows the biggest change. The total amount of exchange reserves has increased to about 81.5 trillion $SHIB, indicating a discernible rise in the supply that is accessible on trading platforms. Simultaneously, exchange netflow has increased by almost 6%, with approximately +400 billion $SHIB entering exchanges in a brief amount of time. Capital moving onto exchanges usually indicates an intention to sell rather than hold, so this type of movement is rarely neutral.

The increase in average inflow and outflow metrics lends more credence to this interpretation. While outflow activity is also increasing, indicating active repositioning rather than long-term accumulation, the mean exchange inflow has increased, indicating that larger transactions are entering exchanges.

Things might get even worse

This uncertainty is reinforced by $SHIB on the price chart. Just below the 50 EMA, the asset is trading in a narrow consolidation range, with no discernible attempt to recover higher resistance levels. In comparison to earlier impulsive phases, the structure is flat, volatility is compressed and volume is still comparatively muted.

Additionally, the larger context is not helpful. There is not much narrative support for meme coins right now, and there is not much liquidity in the cryptocurrency market. Assets like $SHIB find it difficult to draw the speculative inflows required for long-term rallies in these circumstances.
