Malta's financial regulator has published a discussion paper exploring how decentralized autonomous organizations could be classified under a new regulatory category within its approach to decentralized finance oversight.

The Malta Financial Services Authority (MFSA) released the discussion paper on DeFi in June 2026, examining how parts of the decentralized finance ecosystem might fit within existing and future regulatory frameworks.

How Malta wants to treat DAOs differently

A DAO, or decentralized autonomous organization, is a governance structure where decisions are made collectively by token holders through smart contracts rather than by a traditional board of directors. Most jurisdictions have no specific legal classification for DAOs, leaving them in a regulatory gray area.

On June 23, the U.S. Department of Justice seized a cloud computing account used to power backend systems tied to Cambodia’s Huione Group, escalating a global push to disrupt crypto-enabled fraud laundering networks operating across messaging platforms and blockchain rails.

The move targeted infrastructure supporting Huione Guarantee, a Telegram-based marketplace alleged by U.S. authorities to have functioned as an escrow hub for laundering illicit cryptocurrency proceeds alongside trade in stolen financial data and other criminal services, according to DOJ filings.

The seizure comes amid rising cybercrime losses. U.S. victims reported $7.2 billion in cryptocurrency investment fraud in 2025, according to FBI Internet Crime Complaint Center data, within total cybercrime losses of $21 billion for the year.

The DOJ said blockchain intelligence firms Chainalysis and Elliptic, working with Google’s CyberCrime Investigation Team, assisted in the investigation.

The entire batch payment was confirmed at block height 339085.

The structure changed materially in 2017 when funds from addresses 161 through 256 were moved into the lower-range addresses, consolidating the challenge to 160 active puzzles. In 2019, the creator sent small outgoing transactions from every fifth address in a sequence that included 65, 70, 75, 80, and up through 160. Those partial spends revealed public keys onchain for those outputs, a detail that later proved significant for how solvers could approach those specific puzzles.

The bounty reached its modern scale in April 2023, when prizes across unsolved puzzles were increased by roughly 10 times. Puzzle 66 rose to 6.6 $BTC. Puzzle 160 reached 16 $BTC. Current trackers report an aggregate reward of approximately 989.04 $BTC.

StarkWare introduces 'Private KYC' to address personal data breachesZero-knowledge scaling company StarkWare has introduced Private KYC on Starknet, enabling users to complete know-your-customer requirements without revealing their full personal information.

The system, announced Tuesday as a demo, uses STRK20 privacy features and zero-knowledge STARK proofs to let users prove specific attributes, such as being older than 18 or holding valid credentials, without revealing their full passport details or address.

"Whether you need to prove you're over 18, hold a valid credential or meet an eligibility rule, verification should only confirm the precise fact," StarkWare said. Corporations should not collect the full identity behind it, "because every identity database becomes a liability the moment it exists."

KYC compliance involves handing over personal information and trusting companies to keep it safe. The rollout comes as the US hit a record 3,322 data compromises in 2025, a 79% increase over five years, and the global average cost of a data breach is $4.4 million, according to StationX.

StarkWare users start by scanning their passport on their phones, using the camera and NFC chip to read and confirm the document is genuine and signed by its issuing authority.

They can then encrypt identity data to their Starknet wallet, register attributes in a public onchain registry, and submit zero-knowledge proofs for selective checks. Verifiers can confirm eligibility by reading the public registry without ever seeing the actual
