Lawmakers in Washington are closing in on a final agreement for the Digital Asset Market Clarity Act, a bill that would establish a comprehensive framework for crypto regulation in the United States, according to reporting from CoinDesk citing JPMorgan sources.

The bank said negotiations have entered a late stage, with most disputes resolved and only a small set of issues still under discussion. One senior policy official said that the list of contentious topics has narrowed from about a dozen to just two or three, signaling a shift toward consensus after years of debate.

At the center of the legislation is a long-standing question over how to divide oversight of digital assets between federal regulators. The bill would formalize jurisdictional boundaries between the Securities and Exchange Commission and the Commodity Futures Trading Commission, while also defining how tokens, stablecoins and decentralized finance platforms fit within existing financial law.

Lawmakers and industry participants have framed the measure as a critical step toward bringing regulatory certainty to a sector that has operated in a patchwork environment. Treasury Secretary Scott Bessent and other officials have urged Congress to act, warning that delays risk pushing innovation and capital to foreign markets with clearer rules.

One of the most sensitive issues in negotiations has been whether stablecoin issuers should be allowed to offer crypto yield or yield-like rewards to users.

Security experts, including leaders from blockchain security firms like Cyvers, warn that the financial impact could be severe. 'Bitcoin taxes make no sense': Washington think tank argues US rules hinder everyday payments

The Cato Institute has argued that current U.S. tax treatment makes using bitcoin for payments impractical.

Research fellow Nick Anthony suggested regulatory changes to remove capital gains on crypto payments or to introduce broader de minimis exemptions.

The Cato Institute, a Washington-based think tank, has taken aim at the U.S. tax treatment of bitcoin, arguing that the current framework makes everyday use of the asset as money impractical.

In a blog post published this week, research fellow Nick Anthony wrote that “bitcoin taxes make no sense,” pointing to capital gains rules that treat every transaction as a taxable event.

“It’s never been easier to use bitcoin as money,” Anthony said. “Yet, at the same time, the tax code puts an incredible burden on law-abiding citizens.”

Under current U.S. rules, bitcoin ￼BTC+0.72%￼

 is treated as property rather than currency. That means spending it — even on small purchases — requires users to calculate gains or losses based on when the asset was acquired and its value at the time of the transaction.

The result, Anthony argued, is a system that discourages real-world use. Simply buying a cup of coffee daily using bitcoin can translate into dozens of pages of filings over time, as each transaction must be tracked and reported individually. He also pointed to the administrative burden involved. Users must report acquisition dates, cost basis, and transaction values for every payment, typically through Form 8949 and related filings.

Beyond complexity, the structure itself incentivizes holding over spending.

Capital gains rules are designed to reward long-term investment behavior, a feature that clashes with bitcoin’s potential role as a medium of exchange, the report stated.

Polish cryptocurrency exchange Zonda is facing severe withdrawal delays after losing access to about 4,503 Bitcoin held in a cold wallet.

Cointelegraph reported on April 16 that Zonda said it could not access the cold wallet holding roughly 4,503 BTC.

The exchange said it never received the wallet’s private key from former Chief Executive Officer Sylwester Suszek, who disappeared in 2022. As a result, the assets cannot be withdrawn.

Zonda denied embezzlement allegations. Still, rumors of a funding shortfall have spread, triggering a wave of customer withdrawal requests.

Tens of thousands of withdrawal requests were submitted over the past few days, the report said, creating what was effectively a bank-run scenario.

The episode has renewed scrutiny of how centralized exchanges manage assets and the risks tied to key custody. Zonda’s ability to secure liquidity and resolve the situation will be critical.
