A Manhattan federal judge has cleared the way for Aave’s recovery effort to move forward after last month’s North Korea-linked rsETH exploit, allowing $71 million in frozen ether to be transferred out of Arbitrum while preserving North Korean terrorism victims’ legal claim on the funds.
In a two-page order published late Friday U.S. time, Judge Margaret Garnett modified a restraining notice previously served on Arbitrum DAO to allow an onchain governance vote transferring the immobilized $ETH to a wallet controlled by Aave LLC.
The order also shields participants from liability under the notice, stating that anyone who initiates, votes on or participates in the transfer would not violate the freeze.
Judge Garnett's ruling follows an earlier off-chain Snapshot temperature check in which Arbitrum delegates overwhelmingly signaled support for returning the frozen $ETH as part of Aave’s broader recovery plan. Any actual transfer, however, still requires a separate binding onchain governance vote.

Nations Security Council resolution calling on Iran to stop attacks and mining activities in the Strait of Hormuz, but diplomats say the changes are unlikely to prevent vetoes from China and Russia. The dispute highlights growing tensions over Middle East security and freedom of navigation in one of the world's most critical oil shipping routes. According to diplomats familiar with the negotiations, the updated draft resolution removed language invoking Chapter VIl of the U.N. Charter. That chapter would have allowed the Security Council to authorize measures ranging from economic sanctions to military action. The revised proposal, however, still contains strong criticism of Iran and warns that the council may consider "effective measures," including sanctions, if Tehran fails to comply. The draft resolution also reaffirms the right of U.N. member states to defend their vessels from attacks and threats that undermine maritime navigation rights. Although the text does not directly authorize military force, diplomats believe it leaves the possibility open for future action.The proposal was drafted by the United States and Bahrain after repeated incidents involving attacks on commercial shipping and tensions in the Strait of Hormuz. The price action charts confirmed the increase in speculative trading as DEEP attempted to break past the consolidation. The altcoin had been moving sideways for the past 100 days.

The Choppiness Index reading sharply dropped to 32, suggesting the trend was strong. However, capital inflow remained in the negative territory as per Chaikin Money Flow (CMF).

A break past the range’s high at around $0.0380 would ignite reversal chances. However, for the bullish reversal to be confirmed on the daily chart, DEEP has to reclaim the most recent lower high as support. This lower high was around $0.06.



If that reversal occurred, the next resistances that could curtail the uptrend were at $0.07 and $0.08. Sellers at these levels may react.

While the rally looked to be sustainable, the network’s activity gave a different story.

Bailey, who also chairs the Financial Stability Board, warned that US-issued stablecoins with inadequate redemption mechanisms could flood into jurisdictions like the UK during periods of financial stress. The concern isn’t theoretical. It’s the kind of cross-border contagion risk that central bankers spend their careers trying to prevent.
Bailey’s specific worry is about what happens when global markets hit turbulence. Investors holding US stablecoins with weak redemption guarantees might rush to convert those holdings into assets denominated in other currencies, or park them in jurisdictions they perceive as safer. The UK, as one of the world’s largest financial centers, sits squarely in the path of those potential capital flows.

The risk isn’t just about the stablecoins themselves. It’s about the knock-on effects. Sudden, large capital flows can distort exchange rates, strain liquidity in domestic markets, and create volatility.

Bailey isn’t just pointing fingers across the Atlantic, though. The Bank of England is actively building a comprehensive regulatory framework for sterling-denominated stablecoins designed to avoid the exact problems he’s flagging with US versions.

The proposed UK framework would create a dual-regulator model. Stablecoins deemed systemically important would be supervised jointly by the Bank of England and the Financial Conduct Authority.

Phong Le stated that the company can now use its Bitcoin assets for liquidity and dividend payments when needed, instead of simply holding them. CEO Le said, “I believe in mathematics rather than ideology. If selling Bitcoin becomes a more profitable option than issuing new shares to pay dividends to our shareholders, we will do it.”
