White House tells “greedy” banks to “move on” from CLARITY Act stablecoin yield fight

The White House has demanded that banks abandon their lobbying efforts against yield-bearing stablecoins in the upcoming CLARITY Act.
A White House digital assets official has slammed the traditional banking sector's continued opposition to the proposed stablecoin yield compromise in the CLARITY Act.

On April 17, Patrick Witt, the executive director of the White House Presidential Advisory Committee on Digital Assets, accused the financial institutions of “greed or ignorance” due to their intensified lobbying efforts to block yield-bearing stablecoins in the upcoming legislation.

The unusually sharp rhetoric from the administration reflects the widening rift between the White House and Wall Street over the future of the $320 billion stablecoin market.

Over the past year, the White House has made significant efforts to reach a compromise between the banking industry and the crypto sector. However, all has proven abortive so far.

The latest is the Tillis-Alsobrooks proposed bipartisan compromise, which would ban passive yield on stablecoin balances while continuing to permit activity-based rewards.

However, unnamed banking trade associations reportedly argue that even this restricted framework poses a structural threat to the traditional financial system. As a result, they have expanded their lobbying campaign to target multiple senators on the Senate Banking Committee.

Notably, the bankers, through the American Bankers Association, previously claimed that the stablecoin yield loophole in the CLARITY Act could trigger up to $6.6 trillion in deposit outflows.

However, the banking industry's dire projections directly contradict White House data.

$RAVE’s 47.97% surge to $27.21 came as derivatives activity intensified, with Open Interest nearing $500M and extreme Funding Rates triggering forced short liquidations.

The rally had clearly outpaced the broader market’s 2.7% gain, reflecting a highly concentrated move driven by positioning.

Notably, over 90% of the token supply had remained concentrated in top wallets, which kept liquidity thin and amplified $RAVE price reactions.

As a result, cascading short liquidations had accelerated upward pressure while traders rushed to cover positions. Funding Rates had also surged to extreme levels, reportedly reaching up to 5,600% APR. This made short positions increasingly expensive to maintain.

This dynamic had created a feedback loop, where rising prices forced further liquidations. However, such conditions often raise concerns about sustainability once forced buying begins to slow.

Outflows tighten supply as sell pressure fades

On-chain data had shown persistent negative Spot Netflows, with the latest recorded outflow at -$840.69K.

This sustained outflow pattern had indicated that traders moved $RAVE away from exchanges into private wallets, reducing the immediately available supply for selling.

As a result, declining exchange balances had eased sell-side pressure and supported the ongoing price expansion.

However, despite this reduction in available supply, the broader move had remained largely influenced by derivatives activity rather than consistent Spot demand.

If inflows begin to return, it could reintroduce sell pressure and weaken the current structure, especially as leveraged positions start to unwind.

Bitcoin surged to $78,000 after Iran briefly reopened the Strait of Hormuz, then fell back to $76,000 when the strait closed again within 24 hours.

The rally triggered $762 million in crypto liquidations, with $593 million wiping out short positions.

Spot Bitcoin ETFs pulled in nearly $1 billion in weekly inflows — their best week since January.

Morgan Stanley launched a Bitcoin Trust fund, which already holds $120 million in assets after just six trading days.

Ether, XRP, BNB, and Solana all posted weekly gains despite the weekend pullback.

Bitcoin had a wild week driven by geopolitical headlines out of the Middle East. The price swung sharply in both directions as news around the Strait of Hormuz changed fast.

On Friday, Iran’s foreign minister announced the Strait of Hormuz was reopened to commercial shipping for the duration of a ceasefire. U.S. President Donald Trump backed the claim, saying Iran had agreed to an “unlimited” suspension of its nuclear program.

Bitcoin jumped above $78,000 on the news. Oil markets moved the other way, with Brent crude falling nearly 10% to around $85 per barrel.

The breakout triggered one of the biggest short squeezes of 2026. Data from CoinGlass shows $762 million in total liquidations across 168,336 traders. Short positions made up $593 million of that, with bitcoin shorts alone accounting for $381 million.

Funding rates on bitcoin perpetuals had been negative for weeks, meaning shorts were paying a premium to hold their positions. The Hormuz headline was the spark that flipped that setup.

ETF inflows and institutional positioning are stabilizing, raising the question of who now matters most in Bitcoin.

Bitcoin's network just recorded its lowest activity in eight years, and the price has barely flinched.

CryptoQuant flagged that active BTC addresses hit their lowest level since 2016 on Apr. 8. At the same time, Glassnode's latest 24-hour reading puts active addresses at 661,313, a number that, set against a price near $78,000, produces one of the more uncomfortable charts in recent crypto history.

The reading that quiet networks are quiet markets misses what has changed structurally. A growing share of Bitcoin exposure now trades without leaving any footprint on the base layer.

BlackRock's IBIT delivers Bitcoin exposure through exchange-traded shares, and CME's Bitcoin futures settle in cash. A fund manager rotating into Bitcoin through either vehicle never touches a wallet, never opens an address, never appears in Glassnode's address count.

Price discovery increasingly happens in ETF order books and futures markets. The chart mismatch is partly due to sentiment and partly to Bitcoin acquiring a second market structure on top of its original one.

XRP’s price has declined to $1.43 over the past 24h, from $1.50, amid a risk-off shift in crypto markets following renewed Iran-U.S. geopolitical tensions.

Geopolitical risk-off sentiment after Iran reversed its stance on the Strait of Hormuz, triggering a broad crypto selloff. Prices fell after Iran announced that the Strait of Hormuz was again under strict military control, reversing earlier optimism about a ceasefire.

This renewed geopolitical tension caused a risk-off move across crypto, with XRP showing a higher beta (down 4.12%) than Bitcoin (down 2.33%).

This sector-wide weakness contributed to XRP’s underperformance.  In risk-off environments, altcoins like XRP often see outsized declines as traders reduce exposure to higher-beta assets.

The immediate trigger is the scheduled 1 billion XRP escrow unlock on May 1. If buying interest absorbs this potential supply and price holds above the strong $1.30 support, a rebound toward the $1.50 resistance is likely.

However, a break below $1.30 could trigger accelerated selling toward the next support near $1.15.  The market is at a technical inflexion point, balancing positive ETF inflows against macro uncertainty and supply dynamics.

Investors are awaiting whether the 24-hour trading volume, which fell 38.48%, recovers on any rebound attempt to confirm genuine buying interest.

The combination of macro headwinds and outflows from the altcoin sector has exerted clear selling pressure. The sustainability of the recent rally now depends on holding key support levels.
