US CLARITY Act brings ‘major spike of euphoria’ to Bitcoin: Santiment

Sentiment around Bitcoin’s near-term price direction has picked up as momentum builds behind the US CLARITY Act, which aims to provide the crypto industry with greater regulatory clarity, according to crypto sentiment platform Santiment.

“Bitcoin has seen a major spike of euphoria across social media following news that the Senate Banking Committee advanced the CLARITY Act in a 15–9 bipartisan vote,” Santiment said in an X post on Friday.

“This brings $BTC and crypto one step closer to being ultimately passed,” Santiment said.

Crypto analysts are staying optimistic

Bitcoin often sees increased optimism around major industry and macro catalysts, and the US CLARITY Act has attracted significant speculation since its introduction in July 2025 about what its potential passage could mean for the broader crypto industry.

In a Thursday session of the US Senate Banking Committee, all 13 Republican members and two Democrats voted to advance the Digital Asset Market Clarity Act (CLARITY), with nine Democrats also voting no on the bill.
Meanwhile, Bitcoin ($BTC) is trading at $79,084 at the time of publication, up 3.15% since May 1, according to CoinMarketCap.

Santiment reported that there are currently 1.55 bullish comments on Bitcoin for every bearish comment, suggesting this sentiment skew may be flashing warning signs. “We advise caution. Markets typically move opposite to the crowd’s expectations at all times,” Santiment said.

However, crypto analysts are staying optimistic that the trend will continue. MN Trading Capital founder Michael van de Poppe said in an X post on Friday that the legislation is “the biggest, and historical, bill for the entire industry and can be a strong trigger for the upcoming bull market.”

Bitcoin exchange supply falls to an 8-year low

The supply of Bitcoin ($BTC) on all cryptocurrency exchanges has declined to an 8-year low, amid notable demand from conviction investors.

As of May 15, Bitcoin’s supply on all crypto exchanges hovered around 5.623% of the asset’s total supply, according to analytics from Santiment, analyzed by Finbold. Consequently, approximately 1,180,830 $BTC, valued at about $95.2 billion at press time, sits on exchanges.

The notable decline in $BTC supply on all crypto exchanges can be attributed to significant demand from conviction buyers. Furthermore, this group of investors has added $BTC worth $243 billion year-to-date, bringing their total to nearly 4 million coins, as Finbold reported.

The low supply of the flagship coin on exchanges could imply a rising demand for self-custodial services. Furthermore, crypto exchanges are prone to several risks, including attacks and insolvency.

Bhutan, a small Asian country nestled in the Himalayas and the second nation after El Salvador to officially mine and hold bitcoin, has reportedly been selling its stash.

In fact, according to data analytics firm Arkham Intelligence's data, the country might have sold $1 billion worth of bitcoin since July 2025.

Wallets attributed to Druk Holding and Investments (DHI), the kingdom of Bhutan’s sovereign wealth fund, have moved approximately $207 million in bitcoin out this year alone to various exchanges and trading firms, per Arkham's data.

Holdings in the Arkham-tagged wallets have dropped from roughly 13,000 $BTC in October 2024 to around 3,100 $BTC on Friday, worth $252 million as of Friday evening India time. The outflows have accelerated through 2026 to the point that Arkham estimates Bhutan will have sold all its remaining bitcoin by October if the current pace holds.But officials from the country's investment unit say they have not sold any bitcoin.

"I don't recall the last time we sold any $BTC," DHI CEO Ujjwal Deep Dahal told CoinDesk via email. A separate reply from the division, when asked specifically about wallet movements tracked by Arkham, said only that "our statement stands and nothing to add beyond it."

DHI did not address the specific wallet movements, did not dispute Arkham's attribution of those wallets and did not confirm the amount of bitcoin Bhutan currently holds. It did not confirm or deny whether the kingdom still holds approximately 13,000 $BTC (if the sales hadn’t taken place).
