The Reddit XRP community is divided over whether a proposed U.S. crypto bill could change the outlook for XRP. One Reddit user started the discussion if the bill actually changes anything for XRP adoption or if it’s more of a symbolic thing?

The draft law, called the “Clarity Act,” aims to set clear rules for digital assets. Supporters say this could reduce uncertainty that has kept banks and large institutions away from the sector.

“Banks are super paranoid about anything that’s legally unclear,” said a Reddit user 

According to the user,  even small areas of uncertainty can lead institutions to avoid a product entirely. This caution has limited interest in XRP despite its focus on cross-border payments, a use case often cited by its supporters.XRP has faced years of legal questions, including a case brought by the U.S. Securities and Exchange Commission. While parts of that dispute have been settled, uncertainty has lingered.

Several investors said banks have so far avoided XRP mainly due to unclear rules.

“Banks are super paranoid about anything that’s legally unclear,” one investor said, describing how compliance teams tend to reject anything that falls into a grey area.

Some believe that if the law removes that uncertainty, banks could at least begin to explore XRP’s use in cross-border payments.

However, others warned that the bill itself could become a point for profit-taking rather than long-term growth.

However, the timing may be under strain.  Pressure from the traditional banking sector that wants to weigh in on the stablecoin yield—paired with Sen. Their message to banking members is straightforward: contact Tillis’ staff and make their concerns known, according to the reporting. The push does not appear to be limited to Tillis. Industry groups have also been reaching out to other members of the Banking Committee beyond Tillis and Angela Alsobrooks, who are described as the lead negotiators. In the latest phase of bargaining, a compromise was reportedly reached late last month that the crypto industry says it is largely satisfied with—or at least not openly opposing. Banks And Crypto In A Legislative Standoff

The Digital Asset Market Clarity Act of 2025 — known as the CLARITY Act — was drafted to establish rules for how crypto assets are classified and overseen in the US. But the bill hit a wall after Coinbase and other crypto companies publicly opposed earlier versions of it.

Among their objections: the bill would ban yield-bearing stablecoins. Banks, for their part, have pushed hard to keep that ban in place.

Senator Thom Tillis of North Carolina has been working on a revised draft aimed at satisfying both sides, but reports say it has already drawn pushback and has yet to be released publicly.

The standoff reflects a deeper anxiety in the banking industry — one that a senior Moody’s analyst says may be premature, at least for now.

Near-Term Risk Remains Low, Analyst Says

Abhi Srivastava, associate vice president at Moody’s Investors Service Digital Economy Group, said that the threat stablecoins pose to traditional banks is limited at this point in the adoption cycle.

The US already has payment systems that are fast, low-cost, and trusted, he said, which reduces the appeal of stablecoin-based alternatives for everyday transactions.

Senate crypto bill faces April setback amid growing pressure to get legislation through: report
Sen. Thom Tillis (R-N.C.), a key negotiator on the Senate Banking Committee in getting a broader bill passed into law, told reporters that he does not expect the committee to hold a hearing to amend and vote on the bill in April, according to a report from Punchbowl News. 

On Monday, The Digital Chamber CEO Cody Carbone sent a letter to the Senate Banking Committee, urging it to “advance digital asset market structure legislation to a markup as soon as the calendar allows.” 
Tensions are building to get a hearing on the calendar to advance crypto market structure legislation.

On Monday evening, Sen. Thom Tillis (R-N.C.), a key negotiator on the Senate Banking Committee in getting a broader bill passed into law, told reporters that he does not expect the committee to hold a hearing to amend and vote on the bill in April, according to a report from Punchbowl News. 

Sens. Tillis and Angela Alsobrooks (D-Md.) have been pivotal in ironing out a "main blocker" around the treatment of stablecoin rewards. The issue was tackled in the GENIUS stablecoin legislation approved in July, which bars stablecoin issuers from paying interest straight to holders. Still, it doesn't prevent outside platforms — such as Coinbase — from providing rewards. Banking industry representatives argue that allowing these kinds of returns could draw deposits away from traditional banks, potentially weakening community institutions.

Meanwhile, crypto firms push back, claiming that restricting rewards would stifle innovation.

Tillis and Alsobrooks have been working on language to settle how stablecoin rewards should be treated. As of last week, a source familiar with the matter told The Block that the draft language currently reflects prior language that would ban rewards on idle .......
