Hawaii is set to become the fourth U.S. state to completely ban cryptocurrency kiosks and ATMs, with the prohibition taking effect on October 1. Governor Josh Green signed the bill into law in July after it passed the state House in May. The law prohibits the possession, operation, or control of any digital financial asset transaction kiosk that exchanges U.S. currency for digital assets. The legislation cites FBI data reporting over $11 billion lost by Americans to digital asset fraud in 2025, with 826 complaints from Hawaii residents resulting in approximately $80 million in losses linked to such transactions, including through ATMs and kiosks. Hawaii follows Minnesota, Tennessee, and Indiana, which enacted similar bans earlier in 2025. Other states like Delaware and New Jersey have proposed bans, while South Dakota and Wyoming have passed laws imposing strict restrictions. According to CoinATMRadar, four major Hawaiian islands hosted 57 crypto ATMs and kiosks as of mid-week. Operators must cease operations by October 1 to avoid potential fines and other penalties.

A ban on cryptocurrency mining has come into effect in Moscow, the Moscow region, and eight border districts of Russia's Kursk region. The decree was signed by Prime Minister Mikhail Mishustin on July 31. In Kursk, the affected areas include the Belovsky, Bolshe-Soldatsky, Glushkovsky, Korenevsky, Lgov, Rylsky, Sudzhansky, and Khomutovsky districts, as well as the city of Lgov. The prohibition will remain in force until December 31, 2032. Moscow authorities have stated that mining consumes a significant amount of energy without benefiting the economy. In the Kursk region, the restriction is attributed to an energy deficit. A similar ban is already in place in 13 other energy-deficient Russian regions, including Irkutsk Oblast, Buryatia, and Zabaykalsky Krai.

Mining has been banned in Moscow, the Moscow region, and parts of the Kursk region from August 15, with the prohibition set to last until December 31, 2032. The measure, requested by regional authorities, aims to prevent electricity shortages caused by energy-intensive mining equipment. While a trend emerged in 2025 to combine mining with AI computing infrastructure, this was complicated by authorities granting data centers (with a ban on mining inside them) preferential status as communication facilities. Experts state the new Moscow-area ban will significantly reshape Russia's mining geography but have a minimal global impact on Bitcoin's hash rate. The primary consequence will be a stronger industry shift to regions with energy surpluses, clear connection terms, and willingness to handle such loads. Moscow was already a contentious location due to high competition for power from data centers, industry, and urban infrastructure. For the Kursk region, the ban is also linked to infrastructure stability in border areas. The ban accelerates a market split. Large, legal operators will relocate equipment or seek sites with self-generation, while smaller or semi-legal miners operating in urban or industrial networks face higher costs and potential displacement into illegality. Industry participants note that post-2024 legalization had an unintended effect, with some major companies closing due to financial issues. Russian miners also face global pressures like low Bitcoin prices relative to mining costs, rising electricity prices, and the approaching 2028 halving, forcing some to shut down equipment.

The US Commodity Futures Trading Commission (CFTC) has issued consent orders against former Alameda Research CEO Caroline Ellison and FTX co-founder Gary Wang. The orders, filed in a New York court, impose a five-year trading ban on both individuals. Ellison also faces a 10-year registration ban, while Wang received an eight-year registration ban. The CFTC stated that while Ellison and Wang were found liable for fraud at Alameda and FTX, their sanctions reflect their material assistance in the agency's investigations. The orders resolve the CFTC's enforcement actions against them. Both executives, along with former FTX engineering director Nishad Singh, had previously testified against ex-FTX CEO Sam Bankman-Fried, who was convicted and sentenced to 25 years. Ellison received a two-year sentence and was released early, while Singh and Wang received sentences of time served. The CFTC had previously ordered FTX and Alameda to pay $12.7 billion in disgorgement and restitution.
