Resumo

On August 19th, the Optimism community approved a proposal to reallocate 546.9 million OP tokens (worth ~$49.7 million) from a reserve for future user airdrops into a new Strategic Ecosystem Fund for development. The vote passed with 17.97 million OP for and 10.93 million against, with a decisive last-minute vote from developer group Test in Prod securing the majority. The funds will now be managed by the Optimism Foundation to foster ecosystem growth, targeting partnerships with blockchains, protocols, and financial firms, and attracting major brands. This marks a strategic shift from broad user acquisition via airdrops to focusing on corporate clients and enterprise solutions (OP Enterprise). The decision does not affect past airdrops, which distributed 269.1 million OP over five rounds. The proposal faced criticism. L2BEAT and delegate cp0x argued the Foundation gains overly broad discretion without sufficient detail on fund use, results measurement, or benefit to OP holders. Critics also noted these tokens were publicly reserved for future user distributions, and their reallocation removes the need for separate community votes on individual Foundation deals. Test in Prod defended its support, stating the reserve is needed for competitive corporate deals where premature disclosure could be detrimental, while urging the Foundation to later disclose aggregate spending and outcomes.

On August 19, the Optimism community approved the transfer of 546.9 million OP, worth approximately $49.7 million, from the reserve for future airdrops to a new ecosystem development fund.

17.97 million OP votes were cast in favor of the proposal, with 10.93 million against. Before the intervention by Test in Prod, the initiative had 45.77% "yes" votes, but after the team cast 8.486 million OP votes 17 minutes before the vote closed, support grew to 61.84%.

Funds to be Directed to Optimism's Development

According to the proposal by the Optimism Foundation, the unallocated coins will be transferred to the Strategic Ecosystem Fund. These assets are intended for the development of OP Mainnet and the corporate-focused OP Enterprise.

The fund will be able to use the tokens for partnerships with blockchains, protocols, and financial companies, stimulating liquidity, and attracting major brands. Management of the funds will remain with the Optimism Foundation.

The decision will not affect airdrops that have already been conducted. Over five rounds, the Optimism team has distributed 269.1 million OP among users, while another 546.9 million had long been reserved for future campaigns. No new airdrops are currently planned.

The foundation explained this as a change in strategy: in the early stages, airdrops were used to attract a broad audience; now, Optimism is placing greater emphasis on working with fintech firms, exchanges, payment services, and other organizations.

The Deciding Vote Came from Optimism Developers

The deciding vote came from the developers of Test in Prod, who have been involved in creating various components of the OP Stack since 2022. The team manages 8.486 million voting power delegated by 798 addresses. In June, it was re-elected to the project's security council.

Test in Prod justified its support for the initiative by citing the need to compete for corporate clients. According to the developers, tokens are often part of such deals, and disclosing amounts before they are finalized could give an advantage to competitors.

"We believe this reserve is needed now, and we should be cautious about sharing information with competitors," they stated.

At the same time, the team urged the Optimism Foundation to disclose the aggregate amounts spent and the results achieved after concluding such agreements.

L2BEAT Opposed

The proposal sparked controversy even before the vote. The research platform L2BEAT supported the idea of reconsidering the purpose of the remaining tokens but disagreed with the final version.

In the analysts' opinion, the fund receives overly broad authority to distribute the 546.9 million OP. The document lacks sufficient detail on the specific purposes for which the funds will be used, how results will be evaluated, and what benefit this will bring to OP holders.

L2BEAT also suggested first analyzing the outcomes of Optimism's previous major partnership programs.

An Optimism delegate under the pseudonym cp0x also voiced criticism. He pointed out that the 546.9 million OP were originally reserved specifically for future user airdrops. After the proposal's approval, these tokens will come under the management of the Optimism Foundation, and no separate vote will be required for each of the fund's deals.

Optimism wants the unspent airdrop allocation for something else.

546.9M OP, 12.7% of initial supply, is what is left of the share set aside for users. @Optimism is asking to redesignate it as a Strategic Ecosystem Fund. Voting closes Aug 19.

Here is what that money was.

A similar position was expressed by a user under the pseudonym The Gentleman. He criticized the decision to change the designation of coins that were previously publicly presented as a reserve for future user distributions.

Recall that in March, Optimism's developer company, OP Labs, laid off 20 people to accelerate internal processes and reduce costs.

U.S. Liquidity Support Has Arrived, This is the Core Positive Catalyst

The U.S. Treasury announced on August 19th an expansion of its liquidity support repurchase operations for long-term bonds. The single-operation limit for older, off-the-run nominal coupon securities in the 10-20 year and 20-30 year maturities will be increased from $2 billion to at least $4 billion, effective from September 9th until the end of the current quarterly refunding on November 4th. The market reacted positively to the news, with yields on 10-year and 30-year Treasury notes falling. This action is seen as a key relief for assets like tech stocks, long-term bonds, gold, and cryptocurrencies, as a lower long-end yield reduces discount rate pressure on valuations. However, analysts caution against interpreting this as a form of quantitative easing (QE). The operation specifically targets less liquid older bonds to improve market functioning, unlike QE which involves the Federal Reserve expanding its balance sheet. The move is viewed primarily as a signal that the Treasury is unwilling to let liquidity deteriorate in the long-end of the bond market, prompting short-covering and a relief rally. Its impact is constrained by the scale (a potential maximum of around $14 billion in additional repurchases this quarter), funding sources that may shift pressure to other maturities, and overarching macro factors like inflation and Fed policy. The sustainability of the resulting market rebound will be tested by the Treasury's November quarterly refunding statement. If it includes sustained repurchases and a slowdown in long-term net issuance, the valuation support for long-duration assets could persist. If not, the operation may prove to be merely a tactical measure to reduce short-term volatility without altering the long-term pressures from deficits and inflation.

SEC New Regulations Released, Bulls Are Here

The U.S. Securities and Exchange Commission (SEC), under Chairman Paul Atkins, has released a draft of the "Regulation Crypto Assets." This proposal introduces a new regulatory framework for crypto asset issuance and fundraising. A key feature is the establishment of an "Investment Contract Safe Harbor" mechanism, allowing projects to raise up to $5 million (or higher amounts for larger projects) over four years without full securities registration. To exit this safe harbor and potentially shed securities status, project teams must self-certify via a Form TR, declaring they have completed or permanently ceased their previously stated "essential managerial efforts." The SEC retains the power to challenge this certification after the fact. This shift moves the regulatory focus from pre-approval to a system of issuer self-attestation and SEC post-facto enforcement. It clarifies the process for determining when a token may transition from being an investment contract to a non-securities asset. The rules also specify that airdrops and network rewards may be counted toward fundraising limits, and they incentivize fundraising activities to remain within the U.S. jurisdiction. The draft is seen as a move away from the previous "regulation by enforcement" approach and an effort to provide clearer guidelines while Congressional legislation like the CLARITY法案 faces delays. The proposal is currently open for public comment.
