The administration of U.S. President Donald Trump still intends to pass the CLARITY Act in September, even though the Senate has postponed its consideration until after the August recess, the White House's chief crypto policy advisor said.
Patrick Witt, Executive Director of the President's Council of Advisors on Digital Assets, said Tuesday on X that the administration will continue negotiations with Democrats "through the September vote," adding: "We also cannot wait forever."
In mid-September, the Senate is expected to hold a vote to end debate on the bill — a procedural step that will require 60 votes to bring CLARITY to a final vote.
The CLARITY Act would establish federal rules for the digital asset market, including criteria for whether crypto tokens fall under securities or commodities legislation, as well as regulations for trading platforms.
Several contentious issues remain ahead of the September vote. Senators have not yet announced decisions on Democrats' demands to tighten ethics rules for crypto projects linked to Trump. Banking groups are pushing for changes to rules that could allow companies to pay rewards to stablecoin holders.
