Orbs has launched OIP-9, its first official community governance proposal to establish the Orbs DAO. OIP-9 (Orbs Improvement Proposal 9), the project’s first official community governance vote to create the Orbs DAO and present its governance architecture, was launched today by Orbs, the decentralized Layer-3 blockchain infrastructure focusing on sophisticated on-chain trade. If the proposal is accepted by the community, it will establish the first layer of governance for the DAO, giving qualified members control over certain aspects of the protocol and setting the stage for further decentralization.

After over four years of on-chain governance and more than seven years of protocol development, the proposal represents the next phase in Orbs’ governance growth. Over that period, the network has developed into a real Layer-3 infrastructure that powers execution products and decentralized financial applications across many blockchain ecosystems. Through a methodical, stepwise approach that places equal emphasis on operational security and decentralization, the governance plan formalizes the community’s role in monitoring the protocol.

“Decentralization works best when responsibility grows alongside the community’s ability to govern effectively,” said Ran Hammer, VP of Business Development at Orbs. “This proposal establishes a governance framework with clearly defined authority from day one while creating a path for the community to take on greater responsibility over time. We believe this creates a strong foundation for the next phase of the Orbs ecosystem.”

Tokens pledged in the Orbs Proof-of-Stake contract will initially be eligible to participate in governance under OIP-9. Dedicated DAO-controlled multisig wallets will be used to execute choices that are authorized by the DAO, which will function via community proposals and snapshot voting.

If authorized, the DAO will first supervise certain network parameters that control the Proof-of-Stake architecture, Guardian certification and revocation, approval of significant protocol changes, and approval of new protocol deployments and network-level product modules. Together, these duties are intended to maintain the original scope’s focus and manageability while giving the community significant control over the network.

The proposal uses a progressive governance paradigm that gradually increases community responsibility instead of trying to decentralize every part of the protocol at once. As the DAO gains operational experience and governance procedures, future governance proposals may include topics like protocol income, treasury management, liquidity methods, grants, burn mechanisms, and more general tokenomics.

The plan also contains a limited emergency mechanism that would enable the Orbs core team to take action when community voting is impractical and quick action is needed to assist maintain network stability throughout the transition. To maintain openness and community supervision, any use of these emergency powers would therefore need to be approved by DAO governance.

If accepted, the strategy will also provide the groundwork for the administration of the next Orbs roadmap phase, which would include the proposed Season 1 tokenomics. Orbs intends to allow future community choices on protocol economics, network incentives, and ecosystem expansion via a more decentralized governance process by first building the DAO’s structure and power.
