Заместитель председателя Банка Италии Кьяра Скотти (Chiara Scotti) призвала европейских регуляторов принять четкие и единообразные правила для международных стейблкоинов.

Стейблкоины, выпущенные за пределами Евросоюза, но обращающиеся внутри стран этого экономического блока, требуют особого надзора, заявила зампред итальянского ЦБ на посвященной платежам конференции в Риме. Скотти согласилась, что стейблкоины, выпускаемые в нескольких странах под одним брендом, могут повысить ликвидность. Топ-менеджер ЦБ признала, что стейблкоины снижают издержки при проведении транзакций, ускоряют платежи и позволяют совершать их круглосуточно. Однако для платежей подходят только те стейблкоины, которые привязаны к одной фиатной валюте, поскольку они обеспечивают высокий уровень защиты клиентов благодаря праву выкупа по номинальной стоимости, настаивает Скотти.

По мнению зампредседателя Банка Италии, надежность модели «многоэмиссионных стейблкоинов» зависит сразу от нескольких факторов. Это тесное международное сотрудничество надзорных органов, внедрение механизмов постоянного мониторинга и регулярные проверки резервов.

Недавно Комиссия по компаниям и биржам Италии (CONSOB) тоже выразила опасения по поводу роста популярности стейблкоинов. Ведомство обратилось к Европейскому управлению по ценным бумагам и рынкам (ESMA), порекомендовав ему взять на себя надзор за крупными криптокомпаниями.

Ранее бывший чиновник Европейского центрального банка (ЕЦБ) и президент Банка Италии Фабио Панетта (Fabio Panetta) предположил, что пробелы европейского регулирования криптовалют может закрыть цифровой евро. По мнению Панетты, именно цифровая валюта ЦБ обеспечит финансовую стабильность — а не наложение ограничений на криптовалюты.
