ЦБ увидел в соцсетях всплеск призывов отказаться от цифрового рубля. Представитель регулятора отдельно разобрала один из главных мифов

Представитель Банка России в эфире программы «Антифейк» на Первом канале прокомментировала набор искаженных трактовок закона о цифровом рубле, которые распространяются в социальных сетях и мессенджерах.

Помимо ранее озвученных регулятором комментариев, директор Департамента национальной платежной системы Банка России Алла Бакина особое внимание уделила вопросу о том, могут ли цифровые рубли «сгореть» при определенных условиях или если не потратить их в обозначенный срок. Такое утверждение содержится в одном из распространяющихся по соцсетям видео, которое показали в эфире программы.

Цифровой рубль — цифровая форма национальной валюты, выпускается Банком России.

В других государствах национальные цифровые валюты также выпускают и контролируют Центробанки. Поэтому их относят к общей категории «цифровая валюта центрального банка (Central Bank Digital Currency, CBDC)».

«Нет конечно, это фейк и не соответствует действительности и ни в одном законе не написано. Потому что средства на цифровом счете принадлежат человеку — владельцу этого счета. И он вправе ими распоряжаться по своему усмотрению», — прокомментировала видео Алла Бакина, которая стала гостем программы.

«Так же, как наличные деньги выпускает Центробанк, как только они попадают к человеку — это его собственность и конечно она не имеет никакого срока давности и человек вправе потратить эту банкноту тогда, когда посчитает нужным», — уточнила Бакина.

Она также в очередной раз напомнила, что МФЦ не имеют никакого отношения к открытию счетов цифрового рубля и никаких специальных заявлений об отказе пользоваться цифровыми рублями заполнять и относить куда-либо, в том числе в МФЦ, не нужно.

В начале февраля Банк России зафиксировал всплеск распространения мифов о цифровом рубле в мессенджерах и социальных сетях. В соцсетях и мессенджерах в последнее время участились рассылки, призывающие «категорически» избегать использования цифровых рублей и писать отказы от их подключения. Авторы устрашают граждан тем, что переход на цифровые рубли будет принудительным и приведет к ограничению их расходов.

В ЦБ подчеркивают, что цифровые рубли будут выпускаться именно в дополнение к наличным и безналичным средствам, а решение об использовании новой формы денег остается за человеком.

Банк России начал пилотировать технологию цифрового рубля с реальными деньгами на ограниченном круге клиентов с августа 2023 года. Сейчас операции с цифровой валютой в тестовом режиме проводят 15 банков, среди которых «Сбер», ВТБ, Альфа-банк, Т-банк, Промсвязьбанк и другие.

Most Crypto + AI solutions target secondary, longer-term concerns (decentralization, transparency) and often come with performance trade-offs. The lack of a flagship, large-scale commercial success case further hinders mainstream capital inflow. The path forward requires either aligning more closely with the current industry's performance demands or patiently building the foundational infrastructure for the next phase of AI.
