专访圆币科技行政总裁:港元稳定币不跟美元稳定币抢市场

7月18日,香港金管局公布了第一批进入稳定币沙盒的名单:京东币链科技(香港)有限公司;圆币创新科技有限公司(以下简称圆币科技);及渣打银行(香港)有限公司、安拟集团有限公司、Hong Kong Telecommunications (HKT) Limited。

这三家中的圆币科技目前有两大业务:支持数字法币支付的“圆币钱包”和“港元稳定币”。其团队有着丰富的传统金融经验和大陆背景,其由香港金管局前总裁陈德霖创办并担任董事会主席,而另外六名董事为众安在线董事长欧亚平、众安国际总裁许炜、HashKey Group董事长肖风、Dragonfly Capital 管理合伙人冯波、博奇环保非执行董事郑拓及虞梵韵。

圆币科技成立之初,其愿景便是支持企业的跨境支付。这种支付工具此前是法币,随着Web3的发展,跨境支付越来越多运用到稳定币。推出港元稳定币,不仅仅是港府的倡导,更是符合圆币科技业务发展规划和利益的举措。

金色财经专访了圆币科技行政总裁Rita Liu。在专访中,Rita Liu详细介绍了圆币科技所规划的港元稳定币的实际用例,港元稳定币的发展进展,及港府在港元稳定币上最关心的问题。

无论是对于一家企业、还是一个政府来说,推出稳定币,都是期望能跟上全球金融发展趋势的举动。在圆币科技看来,港元稳定币未来不是在跟美元稳定币抢市场,而是在做好Web2和Web3的连接过程中,和各种稳定币一起,拓宽稳定币的应用场景、扩大整体市场。

以下为访谈实录:

金色财经:圆币科技是何时申请进入沙盒的?此次圆币科技能够进入沙盒的原因是?您分析金管局在审核进入沙盒的企业所看中的是哪几点?

Rita Liu:在三月份金管局宣布可以进行沙盒申请后,我们在第一时间就提交了申请。其实在三月之前,我们就港元稳定币这一业务已经做了很多准备了。

此次金管局咨询意见,有108家机构都做了,可见港元稳定币是十分受欢迎的,但具体有多少家正式提交了申请我们并不清楚。圆币科技有幸能够成为首次获批的三家之一,这说明了圆币科技对稳定币业务的理解和应对策略、风控、技术上的能力都得到了金管局的认可。

圆币科技肯定是满足了金管局列出的那些的有关系统、技术、风控、业务能力的要求的。除此之外,金管局也很看中,一家公司来做港元稳定币这件事,是否有策略把这件事做成功,而不仅仅为了申牌而申牌。

金色财经:能简单介绍一下圆币科技的业务么?

Rita Liu:圆币科技目前有两大业务,一是港元稳定币,另一个是圆币钱包。从成立最初,我们就是希望能够帮助香港巩固其金融中心的地位。而目前,我们的愿景更细化的方向是去链接Web2和Web3。目前Web3要保持持续的活力,需要把实体经济的量源源不断带入的。

圆币钱包,向用户提供一个多币种的法币账户,而港元稳定币,其实是在用区块链的方式实现跨境支付。这两者其实是能够很好的链接融合的,由此来实现我们的愿景。

金色财经:圆币科技推出的港元稳定币的主要应用场景有?

Rita Liu:第一个场景是币币交易本身,随着全球交易所的合规化,合规稳定币在合规交易所内有很大的市场;

第二个场景是跨境支付和跨境贸易,香港本身是传统贸易中心,再加上目前大量的全球贸易已经用稳定币在做结算。这是因为稳定币结算币传统支付渠道更快速便捷,尤其是一些金融不发达地区,其传统的支付渠道是缓慢且不透明的。所以,稳定币本身在跨境支付、清算等方面有巨大的潜力的,这方面圆币科技希望能多做一些拓展;

第三个正在探讨的市场是在代币化资产上,合规稳定币去做一个中介的角色。目前全球、香港都有很多传统资产代币化的讨论和尝试,机会很多。

为了给三个场景所搭建起生态,圆币科技已经做了很多准备。很多全球各地的合规交易所,对我们稳定币项目感兴趣,我们也在和很多支付公司进行合作意向谈判。

金色财经:圆币钱包目前的业务是否能够和港元稳定币做一个很好的桥接?是否在圆币钱包上,可以打通法币到港元稳定币的一个出入金渠道?

Rita Liu:圆币钱包拿到了储值支付牌照,类似八达通、支付宝在香港拿到的就是这个牌照。我们是持牌机构中唯一一家做To B业务的。圆币钱包的业务是立足香港向全球的企业远程电子化开户,帮助其进行跨境支付,钱包内目前有八个法币币种,一些有开户难的中小企业是圆币钱包的主要客户。

稳定币和圆币钱包其实在客户和跨境支付这一应用场景上都有高度重合,现在钱包的客群将来可以很方便的转化成为稳定币的客群,这是圆币科技作为稳定币发行方的一大优势。

而法币到港元稳定币出入金其实是另一个业务,这可能需要我们和合规的交易所合作,或者是拿合规的OTC牌照,我们需要关注这一方面的法规进展,再做决策。

金色财经:预计今年的港元稳定币的进展会是怎样的?

Rita Liu:目前,公布进入沙盒的三家,就可以在金管局的指导下,开始先试先行了。

我们很快就能在平衡风险和业务发展的情况下,把一些业务场景真正落地了。虽然是测试阶段,但在这一阶段就会有真实的稳定币发行了。

在前两天下发的咨询意见总结中,可以看到金管局也在做很多港元稳定币立法方面的准备,但立法会有一定流程。(金色财经注:香港金管局副总裁陈维民7月18日发文称,当局正就在香港实施稳定币发行人监管制度,全力推进法例草拟工作,争取年底前将相关条例草案提交立法会审议。)

金色财经:在和金管局沟通时,您发现在港元稳定币方面他们最关注的是什么?又有哪些担忧?

Rita Liu:金管局注重的是风险控制和业务拓展的平衡。

机构们做港元稳定币这件事的背景,是香港在2020年底发布的宣言中所说的,做全球Web3的中心。过去两年的发展有一些迂回,但整体看,不少法律法规落地了,有了许多合规发展的企业,我认为监管是非常希望给大家创造一个很好的环境去发展Web3。

目前,没有监管反而是会妨碍行业发展的,监管希望大家在符合规管情况下去去发展业务。这些入选沙盒的企业,监管看中的不仅仅是风险控制的能力,如不要产生什么威胁金融系统安全的事情,另一点则是是否有相应的落地策略。

港元稳定币真正落地的过程,需要监管和市场一定时间互相了解。我们需要多跟监管沟通。而且区块链本身就有很多优势,比如它的透明性、可追溯性,在打击犯罪、反洗钱方面都是有优势的,这也是监管看好的地方。

金色财经:美元稳定币在加密世界中已经占据了极高的市场份额,港元稳定币该如何与其竞争?圆币又有哪些具体的规划去抢占市场份额?

Rita Liu:我认为港元稳定币和现有这些稳定币不太是竞争关系,蛋糕是可以做大的。现在稳定币的总体市值超1600亿美元。虽然看起来大,但和传统的支付市场、金融市场比还很小。

很多同行在呼吁各种法币稳定币的推出。举个例子,如果我们能够把换汇这个市场上链,便可以提高清算速度,减少摩擦,减少对传统法币系统的依赖。各种法币稳定币的推出,就能形成一个链上的换汇市场。

行业内的一些稳定币发行商有一个共识的,五年之内,市场很有可能达到三万亿美金,稳定币可以把更多传统金融市场的量带入Web3,圆币科技如能把Web2和Web3桥接好,就会拓展出巨大的市场。

金色财经:数码港元和港元稳定币有何区别?

Rita Liu:数码港元就是我们常说的央行数字货币,它搭载在较为中心化的链上,是面向各国金融机构金融活动的批发型数字货币。而港元稳定币搭载在去中心的链上,对应的是民间的金融活动。服务的客群不同,这两种场景是共存的。

金色财经:港元稳定币的推出给港币、香港带来了什么?

Rita Liu:立足香港做港元稳定币,港元稳定币在Web3世界取得一定成就,是能够推动港元、乃至香港站在Web3时代发展的桥头。

我们常说,我们要关心年轻一代他们的金融需求和观念,他们如何看待财富,如何看待金钱,他们如何投资?港元、香港要在Web3时代扮演一个什么样的角色?香港如何稳固金融中心的地位?港元稳定币在这些问题的回答上,无疑扮演一个重要的角色。

While concerns about counterparty risk exist, tokenized gold represents a direct claim on allocated bars, with major issuers providing regular attestation reports. Just as stablecoins placed dollars on a digital, global rail, tokenized gold now offers a more practical form for this ancient asset, potentially expanding access to billions.

Japanese borrowing costs have hit their highest levels since 1996, with yields on 30-year bonds reaching 4.185%. This marks a significant shift for a country long reliant on negative rates. While Bitcoin shows resilience, its fate remains tied to the direction of the yen and the scale of any carry trade unwind.

"Bitcoin's Quantum Defense: A Comparison of Three Lattice-Based Signature Schemes" by the Blockstream Research Team explores how Bitcoin can transition to quantum-resistant digital signatures, as current schemes like Schnorr and ECDSA are vulnerable to quantum computers. The report evaluates three lattice-based signature candidates—Dilithium, Falcon, and Hawk—against criteria like on-chain cost (key/signature size), implementation complexity, deployment risks, and support for Bitcoin's key derivation standard (BIP-32). The analysis recommends a minimum Security Level 3 for Bitcoin due to its long-term security needs. Dilithium (ML-DSA) is praised for its simplicity and integer-only operations, making it easier to implement securely, but it has the largest signature size (~5.3 KB for Level 3).
