The Japanese Cabinet approved a bill on April 10 reclassifying crypto as a financial instrument under the amended Financial Instruments and Exchange Act, pulling digital assets out of the Payment Services Act framework and placing Japanese crypto on the same legal footing as stocks and bonds.

Maximum prison sentences for unregistered sellers jump from 3 years to 10 years. Fines climb from 3 million yen to 10 million yen. Insider trading on undisclosed information is now explicitly banned.

That’s not incremental regulatory cleanup. That’s a structural reclassification with enforcement teeth attached from day one.

The question is exactly what this changes for exchanges, institutional allocators, and the 13 million Japanese residents who already hold crypto accounts – and whether the compliance clock is as short as the headline implies.

The US Commodity Futures Trading Commission has named the first members of its new Innovation Task Force as the agency steps up its work on crypto regulation.  Summary CFTC named five task force members as it expands work on crypto market oversight. Mike Selig also launched an innovation tracker covering crypto, AI, and prediction markets. Agency roles still depend on whether Congress passes the CLARITY Act into law. The move comes as lawmakers continue to debate the CLARITY Act, which would define the roles of the CFTC and the Securities and Exchange Commission in digital asset oversight. CFTC Chairman Mike Selig first launched the task force on March 24 and appointed Michael Passalacqua to lead it.  On Friday, the agency confirmed the first five members and outlined broader efforts tied to its push for clearer rules for new technologies. Selig said the team brings strong legal and policy experience to the agency. Japan's parliament amended the Financial Instruments and Exchange Act on Friday, formally reclassifying crypto assets as financial instruments. The move shifts crypto out of the payments regulatory framework it previously occupied under the Payment and Settlement Act, bringing it under the same oversight structure as equities and other traditional securities.

Finance Minister Satsuki Katayama said at a press conference following the Cabinet meeting that the government aims to "expand the supply of growth capital in response to changes in financial and capital markets, and ensure market fairness, transparency, and investor protection." The amendment introduces a ban on insider trading and other transactions executed on the basis of undisclosed information, a restriction previously absent from crypto-specific regulation. Crypto issuers will also now be required to publish annual disclosures.

The March CPI report landed this morning and the headline looked alarming. Inflation rose to 3.3% year-on-year, up from 2.4% in February, marking the largest month-on-month increase since June 2022.

But CryptoQuant analyst Darkfost published a breakdown that explains why Bitcoin rallied rather than sold off.

The entire rise was driven by energy prices, which surged 10.9% in March including a 21.2% spike in gasoline – a direct consequence of the Iran war’s disruption to oil supply routes. Food prices remained flat.

Core CPI, which strips out energy and food, came in at 0.2% month-on-month. The forecast was 0.3%.

Allegations regarding the use of cryptocurrencies in the Strait of Hormuz, one of the most critical transit points for global energy trade, continue to spark debate.

According to an assessment by Alex Thorn, reports that Iran demanded Bitcoin as a transit fee from ships passing through the strait in the post-war period with the US have not yet been confirmed.

Galaxy Research Research Director Alex Thorn, in a comprehensive analysis shared on the X platform, pointed out significant discrepancies between different sources. A previous report by the Financial Times suggested Iran planned to charge $1 per unit of oil and make payments in Bitcoin. However, Bloomberg reported that these payments could be made with stablecoins or the Chinese yuan, while Citrini Research indicated that some ships were making payments by dissolving Iranian assets abroad. On the other hand, blockchain analytics company TRM Labs argued that there is no evidence so far of widespread use of cryptocurrencies for such payments.

According to Thorn, if the claim of charging a toll fee with Bitcoin is true, this could highlight Bitcoin’s advantages as a censorship-resistant payment method. However, Thorn noted that the idea that “fast transactions increase privacy” is not technically accurate, stating that this would only be possible with second-layer solutions like the Lightning Network. Furthermore, he pointed out that considering a single toll fee could range from $200,000 to $2 million, there are practical limitations to processing payments of this magnitude both on-chain and via the Lightning Network.
