Central bankers are warning that the rapid growth of U.S. dollar stablecoins could trigger a new wave of financial instability if these digital assets continue to operate outside of traditional banking safeguards. Pablo Hernández de Cos, the general manager of the Bank for International Settlements (BIS), told a Bank of Japan seminar in Tokyo on Monday that U.S. dollar-denominated tokens could have “material consequences” for global economic policy.  He argued that the current infrastructure supporting these coins is insufficient for them to function as a reliable means of payment.  While digital tokens offer faster cross-border transfers and smart contract capabilities, de Cos suggested that the largest players, specifically USDt and USDC, behave more like investment products than liquid cash. Arbitrum, Ethereum’s leading layer-2 network, has frozen more than 30,000 ETH—worth over $71.2 million—linked to a recent exploit involving the Kelp protocol.
According to Arbitrum, a 12-member community-elected security council took “emergency action” on Monday to freeze 30,766 ETH tied to a vulnerability in Kelp. The funds were moved to an intermediary frozen wallet, meaning the original address can no longer access them unless future governance decisions reverse the action.
The move follows a major security incident on Saturday, when Kelp’s LayerZero-powered bridge was exploited, resulting in losses of at least $293 million. Investigators have since suggested possible links to North Korean hacking groups. The attackers reportedly used stolen Kelp tokens to borrow assets on Aave, creating significant bad debt across decentralized lending markets.
While the freeze was intended to contain damage and protect users, it has reignited a long-standing debate in the crypto space: how much intervention is acceptable in “decentralized” systems?
Critics argue that such emergency actions undermine the core principles of blockchain immutability and decentralization. Supporters, however, say rapid intervention is necessary to prevent systemic risk and stabilize the ecosystem during major exploits.
Arbitrum Security Council member Griff Green stated that the decision followed hours of internal discussion, weighing technical, ethical, and governance implications. He added that 9 out of 12 members ultimately voted in favor of the freeze.
