Circle CEO Allaire sees 'tremendous opportunity' for yuan stablecoin: report

Circle CEO Jeremy Allaire said there’s a “tremendous opportunity” for a yuan-pegged stablecoin, and China could launch one within the next three to five years.

Chinese authorities have explicitly banned the offshore issuance of yuan stablecoins without regulatory approval.


Circle CEO Jeremy Allaire said he sees a "tremendous opportunity" for a Chinese yuan stablecoin, particularly if Chinese authorities aim to make the yuan more competitive.

In a Thursday interview with Reuters, Allaire said that stablecoins have emerged as a new way for currencies to gain global traction, potentially supporting China's long-term goal of internationalizing the yuan.

"There's a tremendous opportunity for a yuan stablecoin," Allaire told Reuters. "If there's currency competition, you want your currency to have the best features possible. This is becoming a technological competition."

Allaire added that China could launch a yuan-backed stablecoin within the next three to five years. The Block has reached out to Circle for further comment. 

Allaire's remarks come amid growing chatter about a potential yuan stablecoin. In July 2025, Chinese tech giants Ant Group and JD reportedly urged China's central bank to authorize yuan-backed stablecoins in addition to those pegged to the Hong Kong dollar.

However, Chinese authorities have taken a cautious stance. In February 2026, the People's Bank of China and a group of key regulators issued a notice explicitly prohibiting the offshore issuance of yuan-pegged stablecoins without prior regulatory approval.

$XRP could be gearing up for a move ahead of the 2026 midterms, and crypto analyst Zach Rector breaks down what’s going on behind the scenes.

He points out that markets are currently stuck in a “liquidity squeeze,” driven by rising global debt, geopolitical tensions, and capital outflows, something even the IMF has flagged. Add to that the yen carry trade unwind, private credit stress, and oil price swings from Middle East tensions, and it’s creating a broader “global margin call,” where assets, including crypto, face selling pressure.

At the same time, inflation is picking up again, with the U.S. PPI hitting around 4%. Interestingly, he said that liquidity isn’t gone; central bank balance sheets hint it’s already creeping back quietly.

Still, he keeps the sentiments slow: expect a “drop before the pop.” A deeper shakeout could come before things turn bullish.

Reason 1: Liquidity Injection & Lower Rates

The first trigger is the central bank’s participation. With economic stress building, he expects rate cuts and fresh liquidity injections. A new Fed chair is also expected soon, potentially accelerating this change. More liquidity means more capital flowing into risk assets like $XRP.

Reason 2: Clarity Act & Regulatory Green Light

The second trigger is regulation. The Clarity Act is moving forward, and recent SEC guidance has already opened doors for builders on the $XRP Ledger. This removes a major roadblock that held back development for years.

With compliance already built into the system, $XRP stands in a strong position as institutions look for legally clear platforms.

Tether moves over $70 million in bitcoin to reserves, on-chain data shows

Tether transferred roughly $70.5 million in Bitcoin into reserves while simultaneously expanding its ecosystem with a new self-custodial wallet.

Tether, issuer of the world’s largest stablecoin USDT, moved 951 bitcoin valued at $70.5 million into a reserve wallet linked to its treasury operations, according to on-chain data from blockchain analytics firms including Arkham Intelligence. The transfer originated from a Bitfinex hot wallet and landed in an address labeled as a Bitcoin reserve account tied to the company.

The transaction aligns with a profit allocation policy introduced in 2023 in which Tether assigns 15% of net realized profits toward Bitcoin purchases each quarter. The approach converts revenue from stablecoin issuance into a growing Bitcoin position held on the company balance sheet.

On-chain records show Tether’s Bitcoin holdings have expanded into one of the largest corporate positions in the sector. Reserve addresses attributed to the company hold about 97,141 BTC placing Tether among the top holders of Bitcoin among private entities. Holdings include transfers accumulated over multiple purchase cycles since 2022.

The purchases have been a steady source of demand for Bitcoin supply. Each allocation removes coins from exchange liquidity and moves them into long-term custody. The structure ties acquisition size to business revenue which links stablecoin usage growth with Bitcoin accumulation.

The strategy also affects perceptions of stablecoin reserve composition. Tether states that most backing for USDT consists of U.S. Treasury securities with Bitcoin representing a smaller portion of total reserves. The addition of Bitcoin introduces price exposure to the reserve portfolio while maintaining dollar-linked liabilities.

According to Reuters, the ECB stated in its April 9 opinion that it “fully supports” the initiative, describing it as an ambitious step toward deeper integration of EU capital markets.
What is changing?
If approved, the reform would shift oversight of large cross-border entities from national regulators to ESMA. This would include:
Major crypto asset service providers (CASPs)
Trading venues
Central counterparties
Central securities depositories
This marks a significant shift from the current MiCA framework, which only became fully applicable for CASPs at the end of 2024 and still relies heavily on national regulators as primary supervisors.
Why it matters
The ECB argues that large crypto firms can become “systemically relevant,” meaning their failure or mismanagement could pose risks to the broader financial system, including banks.
A more centralized structure, it says, could:
Reduce regulatory fragmentation across the EU
Improve financial market efficiency and liquidity
Strengthen monetary policy transmission within the euro area
Enhance overall financial stability
Growing tension between EU states
Despite ECB support, the proposal is already facing political resistance. Countries such as Ireland, Luxembourg, and Malta—key hubs for crypto licensing under MiCA—are concerned that shifting authority to ESMA in Paris could weaken national regulators and reduce their influence over financial activity within their jurisdictions.
