The country plans for stricter crypto rules as regulators push for greater tax oversight and reduced anonymity in digital asset trading.
Kenya is moving to tighten oversight of its growing cryptocurrency market through new rules proposed under the Finance Bill 2026 now before parliament. The measures would require crypto platforms to identify users and report transaction activity to the Kenya Revenue Authority.



Under the proposal, cryptocurrency exchanges and virtual asset service providers would file annual reports showing customer identities, wallet activity, and transaction records. 

The bill would also allow Kenyan authorities to share crypto-related tax information with foreign governments as regulators around the world tighten oversight of the digital asset sector.

Kenya expands crypto oversight

The proposed law marks one of Kenya’s strongest efforts yet to bring cryptocurrency trading under tighter government control. Authorities say the crypto market has expanded rapidly outside the traditional banking system. Besides improving tax collection, regulators also want better oversight of suspicious financial activity linked to digital asset transactions.

Under the draft legislation, crypto platforms would have to submit customer information directly to the Kenya Revenue Authority. The bill states, “Each virtual asset service provider shall file an information return with the Commissioner.” 

The requirement would apply to Kenyan users as well as entities linked to reportable controlling persons. As a result, crypto exchanges operating in Kenya could face compliance rules similar to those applied to banks and other financial institutions.

Despite the late-Q1 bounce, the broader quarter still played out as a bearish phase for the market.

From the technical standpoint, Bitcoin [BTC] may have closed March up 1.5%, but it ultimately finished Q1 down more than 22%.

Similarly, the BTC-to-gold ratio briefly rebounded by over 17% during the month, yet it still ended Q1 down more than 28%, extending the 31% drawdown seen in Q4.

In other words, Bitcoin’s relative strength against gold continued to weaken.

Meanwhile, tokenized gold (XAUT) attracted notable capital flows. As the chart below shows, spot trading volume in tokenized gold hit $90.7 billion in Q1 2026, already surpassing the $84.6 billion recorded across all of 2025.

That’s risen significantly from 46% at the beginning of May.

On a competitor platform, Kalshi, the odds are even greater, at 70%, that some type of crypto market structure legislation would be passed before 2027.

Excitement is building as the Senate Banking Committee officially reviews the bill on Thursday, May 14.

The meeting will be held at the Dirksen Senate Office Building in Washington, D.C.

This is the committee’s first significant opportunity to consider the idea since it was delayed in January, and the White House is allegedly hoping to have it signed into law by July 4.

According to reporter Eleanor Terrett, some industry insiders saw the draft wording before to the conference.Lawmakers have been working on the measure for months, focusing on problems such as which authorities would govern it, consumer and developer rights, and stablecoin incentive regulations.

Many people in the crypto industry quickly praised the news.

Cody Carbone called the committee’s announcement “a major step” toward giving clear rules to the more than 70 million Americans who use or own cryptocurrencies.

Ji Hun Kim said, “The momentum is real, and the time is now,” adding that the proposed rules would protect consumers while supporting responsible growth.

Kristin Smith described the hearing as “a make or break moment” for America’s leadership in financial markets.

Summer Mersinger said that American consumers and innovators need clear regulations.

However, not everyone supports the bill.

Several financial trade groups sent a letter to committee leaders Tim Scott and Elizabeth Warren, raising concerns and asking for changes to the proposal.

The Clarity Act, one of the most important legislative bills regarding cryptocurrency regulation in the US, is nearing its conclusion.

At this point, Clarity, also known as the Transparency Act, is scheduled to be discussed and voted on by the Senate Banking Committee on May 14.

There has been a new development regarding the CLARITY law, which the cryptocurrency sector has been eagerly awaiting.

Crypto in America host Eleanor Terrett X announced on her social media account that the US Senate Banking Committee has released a new 309-page draft of the CLARITY Act, which has been in preparation since January.

Committee members must submit their proposed amendments by the end of business on May 13th, before the meeting scheduled for May 14th.
