Цифровые активы имеют потенциал развития за счет возможности использовать их в международных расчетах, особенно на фоне планов по созданию платежной системы BRICS PAY, считают эксперты

Рынок цифровых финансовых активов (ЦФА) в России в 2024 году показал более чем четырехкратный рост, говорится в бюллетене долгового рынка АКРА. Он превысил 150 млрд руб., тогда как в начале прошлого года объем рынка оценивался приблизительно в 34 млрд руб.

К такому росту рынка ЦФА привело значительное увеличение числа новых выпусков во втором полугодии, говорится в сообщении. Для сравнения, в I квартале 2024 года было 88 выпусков, а в IV квартале — 410. В октябре Мосбиржа разместила ЦФА на произведение современного искусства, а в декабре «Сбер» запустил ЦФА на бензин и дизтопливо, и Т-Банк представил сразу восемь цифровых продуктов.

Согласно бюллетеню АКРА, эмитентами ЦФА в 2024 году стали как фининституты, так и нефинансовые компании, но более 50% новых выпусков пришлось на банки.

По мнению авторов отчета, дальнейший рост рынка ЦФА во многом будет зависеть от регуляторных и законодательных изменений. Глава Банка России Эльвира Набиуллина ранее называла основной проблемой рынка отсутствие единой системы, дающей инвесторам доступ сразу ко всем ЦФА, выпущенным разными операторами.

По мнению АКРА, инструменты ЦФА имеют большой потенциал развития из-за возможности использовать такие активы в международных расчетах, особенно на фоне планов по созданию платежной системы BRICS PAY.

Также авторы отчета отметили потенциал гибридных ЦФА, кроющихся в их особенностях. Гибридные ЦФА — это инструмент, включающий в себя одновременно и цифровые финансовые активы, и право требовать передачи товара, интеллектуальных прав, выполнения работ или оказания услуг.

В декабре 2024 года глава комитета Госдумы по финрынкам Анатолий Аксаков заявил, что ожидает в 2025 году прорыва в сфере ЦФА. По его словам, готовится комплекс предложений, направленный на то, чтобы инвестиционный рынок стал серьезным конкурентом банковскому по работе со средствами населения. И ЦФА, по мнению депутата, могут выступить одним из инструментов, позволяющих компаниям привлекать средства не за счет оформления кредитов в банках.

Маркетплейс «Финуслуги» Московской биржи планирует предоставить доступ к ЦФА широкой аудитории в первой половине 2025 года. В прошлом году на этой платформе успешно прошли тестовые выпуски для закрытой аудитории.
