U.S. Senate passes housing bill that carries four-year ban on a Fed CBDC
Thanks to the newly passed U.S. Senate housing affordability bill, the Federal Reserve may be heading toward a formal ban from instituting a digital dollar in the form of a central bank digital currency (CBDC), despite the fact the Fed wasn't working on such a project.

Republican politicians had embraced an aggressive opposition campaign against the U.S. following in European and Chinese footsteps in the pursuit of a CBDC, labeling the idea a dangerous overreach of government surveillance. So they insisted it get inserted into the 21st Century ROAD to Housing Act that just passed the Senate in an 85-5 vote Monday night.

The concept of a digital dollar likely would have needed the backing of the White House, Congress and the Federal Reserve, none of which pushed to pursue one. But if the House of Representatives follows suit and votes to send the housing bill to President Donald Trump for his signature, the CBDC will be legally stifled.

However, the ban would only last for a very limited four years until the end of 2030.

The idea of a CBDC is that a nation or other jurisdiction's central bank issues and manages the activity of an asset that would be akin to a government stablecoin. The European Central Bank has been working on a digital euro that's set to get a pilot program next year and a full launch in 2029. China also pursued a digital yuan issued by the People's Bank of China.

In past remarks, former U.S. Fed Chair Jerome Powell had said that even were the Fed to consider a CBDC, it would have left the operation and management of it to banks, seeming to undermine the possibility of a financial police state described by Republican critics. But new Fed Chair Kevin Warsh had said during his nomination hearing that he fully opposed a U.S. CBDC, calling it a "bad policy choice."

 Ethereum has added a new independent research organization backed by Joe Lubin, Bitmine, and Sharplink, bringing together five former Ethereum Foundation researchers.

According to an announcement from Ethlabs, the newly launched nonprofit research group has secured support from Bitmine, Sharplink, Anchorage, Octant, SNZ, and other Ethereum ecosystem

participants.

The organization did not disclose how much funding it has received.

Founded by former senior Ethereum Foundation researchers Ansgar Dietrichs, Barnabé Monnot, Caspar Schwarz Schilling, Josh Rudolf, and Julian Ma, Ethlabs has been created as an independent institution focused on technical research for the Ethereum network. The group said its work will cover areas including settlement speed, network capacity, native asset issuance, cross-chain interoperability and Ethereum's monetary design.

The launch comes as Ethereum's development ecosystem increasingly relies on independent organizations alongside the Ethereum Foundation.

Recent volatility in the cryptocurrency market has drawn investors’ attention to selling pressure, and market analysis company Swissblock, in its new report, stated that the biggest risk facing Bitcoin is not direct sell-offs, but the strengthening US dollar.

According to the company’s assessment, a significant portion of Bitcoin’s past bear markets coincided with periods when the US Dollar Index (DXY) recovered from its lows and entered an upward trend. Analysts emphasized that risky assets generally come under pressure during periods when the dollar gains strength in global markets, and Bitcoin is significantly affected by this situation.

Baillie Gifford, the Edinburgh-based investment firm, has launched a tokenized corporate bond fund natively on Solana and Ethereum, making it the first publicly available, fully native UK-regulated tokenized fund issued on public blockchains.

The fund, called the Baillie Gifford Enhanced Yield Fund with ticker $BAGEY, targets roughly 7% annual yield through active fixed-income management, CoinDesk reported Monday. BNY provides the tokenization and wallet infrastructure. Baillie Gifford's digital-assets unit BGDA announced the launch describing it as "an actively managed bond fund, issued natively onchain, with the blockchain as the legal source of truth." Fund size at launch has not been disclosed publicly.

Native, Not Wrapped
Most tokenized funds operate through a wrapper structure: investors hold a tokenized receipt representing a claim on a fund whose ownership records remain off-chain in a traditional registrar. BAGEY uses a different architecture. The token itself is the legal holding. Subscriptions and redemptions settle in $USDC directly against the chain. Solana's official account confirmed the design: "Not a wrapper. The blockchain is the register of record."

That structure has practical implications for institutional custody and settlement. Removing the transfer-agent intermediary layer means ownership transfers settle at blockchain speed, with $USDC clearing replacing traditional T+2 processes.

BNY's Infrastructure Role
BNY, the world's largest custodian by assets under custody, handles Solana and Ethereum wallet infrastructure, tokenization mechanics, and regulatory integration with the UK's Financial Conduct Authority-regulated fund structure. The bank has been expanding its digital-asset custody footprint across multiple chains.

Bitcoin is changing hands near $64,600, down about 13% over the past month and roughly 50% below its October record, with several analysts describing a market stuck in a range.

Bitcoin is no longer in a trending regime, one analyst argued, moved instead by liquidation clusters and deleveraging as it awaits a catalyst.

Those catalysts include a looming Clarity Act vote and U.S. inflation cooling should the Iran peace deal hold, with a near-term risk in the form of Friday's $10.9 billion option expiry.

Bitcoin is grinding sideways, and the analysts watching it largely agree on the problem: the sellers are running low, but the buyers have not come back.

The leading cryptocurrency changed hands around $64,700 on Monday, up by 0.8% on the day but down about 13% over the past month and almost 50% below the record of $126,080 set in October, per CoinGecko data.

Crypto proved "more resilient than anticipated" in the face of new Fed Chair Kevin Warsh's hawkish debut, CoinShares head of research James Butterfill said Friday, with Bitcoin dropping by a lower-than-expected 1.6% versus the S&P 500's 1.2% and the Nasdaq's 1.3%. While "not strong price action in absolute terms," the analyst conceded, it is "firmer than many would have expected" in the face of a hawkish Fed reset and a step back from policy signalling.

Record User Growth on Ethereum
One of the biggest highlights was user activity.

Based on the report, monthly active users reached an all-time high of 13.2 million, up 53.5% from the previous quarter and nearly 86% compared to a year ago. Whereas, the transaction count hit a record 200.4 million, while network throughput climbed to 25.78 transactions per second.

At the same time, Ethereum layer-1 fees dropped to $39.9 million, down nearly 48% quarter-over-quarter. The decline came as network upgrades made transactions cheaper and increased data capacity.

In simple terms, more people are using Ethereum while paying less to transact.
