Mizuho research analysts said New York’s proposed CRYPTO Act could raise the stakes for X Money’s “potential, eventual crypto integration.”

The Clarity Act potentially curbing non-banking institutions from offering yield could be another headwind.
X Money, the new add-on to the social media platform owned by Elon Musk, has the potential to disrupt the payments industry in the U.S. — including negatively impacting PayPal's business — Mizuho research analysts said on Thursday.

However, New York State's recently introduced CRYPTO Act could complicate any future plans X Money may have for integrating crypto payments, they said.

"The proposed New York CRYPTO Act would criminalize unlicensed virtual currency business activity in the state, raising the stakes for X's potential, eventual crypto integration," Mizuho analysts Dan Dolev and Andrew Jenkins wrote in a note to clients.

They also said the Clarity Act, which might end up limiting non-bank financial platforms' ability to offer customers yield, could hinder X Money's proposal to offer customers 6% annual percentage yield on cash balances.

"The timing of X Money's 6% APY launch is particularly sensitive," given the Clarity Act, the analysts added.

Whether or not platforms should be able to offer users some kind of yield, or rewards, for holding crypto, principally stablecoins, has been a major sticking point in efforts to advance the Clarity Act. The new legislation is meant to create a broad regulatory framework for digital assets.

'Bitcoin taxes make no sense': Washington think tank argues US rules hinder everyday payments

The Cato Institute has argued that current U.S. tax treatment makes using bitcoin for payments impractical.

Research fellow Nick Anthony suggested regulatory changes to remove capital gains on crypto payments or to introduce broader de minimis exemptions.

The Cato Institute, a Washington-based think tank, has taken aim at the U.S. tax treatment of bitcoin, arguing that the current framework makes everyday use of the asset as money impractical.

In a blog post published this week, research fellow Nick Anthony wrote that “bitcoin taxes make no sense,” pointing to capital gains rules that treat every transaction as a taxable event.

“It’s never been easier to use bitcoin as money,” Anthony said. “Yet, at the same time, the tax code puts an incredible burden on law-abiding citizens.”

Under current U.S. rules, bitcoin ￼BTC+0.72%￼

 is treated as property rather than currency. That means spending it — even on small purchases — requires users to calculate gains or losses based on when the asset was acquired and its value at the time of the transaction.

The result, Anthony argued, is a system that discourages real-world use. Simply buying a cup of coffee daily using bitcoin can translate into dozens of pages of filings over time, as each transaction must be tracked and reported individually. He also pointed to the administrative burden involved. Users must report acquisition dates, cost basis, and transaction values for every payment, typically through Form 8949 and related filings.

Beyond complexity, the structure itself incentivizes holding over spending.

Capital gains rules are designed to reward long-term investment behavior, a feature that clashes with bitcoin’s potential role as a medium of exchange, the report stated.

Bitcoin miner HIVE lines up $75 million note offering to fund AI infrastructure expansion

HIVE Digital Technologies announced a private offering of $75 million in 0% exchangeable senior notes due 2031 to fund GPU procurement, data center expansion, and general corporate purposes.

The company also received conditional approval from the Toronto Stock Exchange, with shares expected to transition from the TSX Venture Exchange to the TSX around April 30.

HIVE Digital Technologies (HIVE) plans to offer $75 million of 0% exchangeable senior notes due 2031, as the publicly traded bitcoin miner moves to expand its artificial intelligence infrastructure and data center footprint.

The notes will be issued to qualified investors by HIVE Bermuda 2026 Ltd., a wholly owned subsidiary. Net proceeds are expected to support general corporate purposes and capital investment, including the purchase of graphics processing units and data center expansion, the company said in a statement on Wednesday.

Per the statement, the issuer also expects to grant initial purchasers a 13-day option to acquire up to an additional $15 million of the notes. The securities will not bear regular interest and will mature in 2031. Under certain conditions, the notes can be exchanged into cash, HIVE common shares, or a combination of both at the issuer’s election once final pricing terms and the initial exchange rate are determined. 

In connection with the transaction, HIVE intends to fund capped call transactions using cash on hand. The issuer may use a portion of the net proceeds to reimburse HIVE for the cost of those transactions, the company said, noting that the capped call transactions are designed to reduce potential economic dilution of common shares upon exchange of any notes or offset cash payments the company could be required to make in excess of principal, ....
