Senate Schedules CLARITY Act Markup as Banking Lobby, Democrats Mount Resistance

After nearly a year of delays, the Senate Banking Committee scheduled a markup of the CLARITY Act for May 14.

The Senate Banking Committee has set May 14 as the date for its long-delayed markup of the Digital Asset Market Clarity Act, the most consequential piece of cryptocurrency legislation ever to reach this stage in Congress, as a last-minute lobbying blitz from major banks and a Democratic ethics standoff threaten to derail the bill before it clears committee.

The executive session is scheduled for 10:30 a.m. at Room 538 of the Dirksen Senate Office Building in Washington, D.C., where committee members will debate amendments and vote on whether to advance the legislation to the full Senate floor.

Axel Adler Jr., an analyst at the cryptocurrency analytics company CryptoQuant, said that the recent rise in Bitcoin may be a recovery that is more of a correction after a sharp decline, rather than the beginning of a new bull market.

Adler Jr., in his analysis, stated that while Bitcoin experienced a market recovery after falling from $125,000 to $60,000, many key indicators have not yet reached historical bear market lows. According to the analyst, the position structure of long-term investors (LTH) still does not point to a typical bottom accumulation pattern. Furthermore, he noted that a full-blown spot sell-off and panic buying process has not yet been observed in the market.

Adler Jr. noted that the macroeconomic outlook was also putting pressure on risky assets, pointing out that the US consumer confidence index had fallen to a record low of 48.2. He also highlighted that Brent oil prices hovering around $100 were increasing inflation concerns. The rise of US 10-year Treasury yields back above 4.5% was also cited as a factor suppressing risk appetite in the markets.

The report also stated that interest rate markets are no longer pricing in rapid rate cuts by the Fed, and are even beginning to consider the possibility of future rate hikes.

In this context, Adler Jr. stated that he maintains a cautious approach towards the market, noting that sufficient on-chain structural confirmation has not yet been established on the Bitcoin side, spot demand has not stabilized, and supply-side pressures have not fully eased.

Senator accuses ‘banking cartel’ of trying to kill stablecoin legislation
Bernie Moreno accused major U.S. banks of lobbying against stablecoin legislation ahead of a key Senate Banking Committee vote this week. This escalates tensions between the traditional banking industry and crypto firms over the future of digital dollar payments.
The comments followed the circulation of a letter from American Bankers Association President and CEO Rob Nichols urging bank executives to contact lawmakers before the committee votes on digital asset legislation.

In the letter, Nichols warned that the current proposal could “incentivize the flight of bank deposits into payment stablecoins.” He added that the bill does not adequately prevent crypto companies from offering interest-like rewards on stablecoins.

Moreno responded publicly on X, calling the banking industry a “cartel” attempting to protect its control over deposits and payment infrastructure.
“The banking cartel is in full panic mode,” Moreno wrote. “Now that innovative stablecoins threaten to break their monopoly and give you actual financial freedom? They’re running to Congress again.”

Moreno also criticized banks for allegedly supporting debanking efforts during the Biden administration and accused them of trying to shield themselves from competition.
