Bhutan's Gelephu Mindfulness City launches fast-track licensing for regulated crypto firms

Bhutan’s Gelephu Mindfulness City has launched an accelerated licensing pathway for globally regulated digital asset firms.

The city also offers tax incentives, including 0% corporate tax for select companies operating in priority sectors.
Gelephu Mindfulness City, Bhutan’s Special Administration Region for economic development, launched a new licensing pathway on Tuesday that will accelerate the process for globally regulated firms, including digital asset companies.

In a press release, the city said the initiative will enable qualified firms to quickly advance from the application stage to full operations by offering an integrated review that combines regulatory and banking access.

Such companies are eligible for the accelerated licensing process if they already hold licenses from established financial hubs such as Singapore, Abu Dhabi Global Market (ADGM), and Hong Kong.

"In most jurisdictions, licensing and banking are separate, sequential processes — often resulting in months of delay, even after regulatory approval, with no guarantee of securing a bank account," the press release stated. "In GMC, they are integrated."

GMC explained that companies that incorporate and receive a license in the city are provided with a corporate bank account through DK Bank.

One widely watched indicator for assessing whether the crypto market is in a bullish or bearish phase is the ether-to-bitcoin ($ETH/$BTC) ratio.

On Tuesday, the ratio fell to 0.02835, its lowest level in 10 months and the weakest reading since July 2025. The decline comes as ether dropped more than 2% on Tuesday, compared with bitcoin’s decline of just over 1%. The $ETH/$BTC ratio is now down more than 35% from its August high of 0.04324.

The $ETH/$BTC ratio measures ether’s relative performance against bitcoin across crypto exchanges and is considered a key gauge of market risk appetite. A rising ratio typically signals that investors are rotating capital into ether and other higher risk crypto assets, reflecting stronger risk sentiment. Conversely, a falling ratio suggests investors are favoring bitcoin’s relative stability and defensive characteristics.

The pair peaked above 0.08 in December 2021 before entering a prolonged multi year downtrend. Much of the weakness through 2024 and into 2025 was driven by bitcoin’s outperformance following the launch and success of U.S. spot bitcoin ETFs in January 2024, which attracted significant institutional inflows.

The ratio eventually bottomed at 0.01770 in April 2025 during the market turmoil surrounding President Trump’s “Liberation Day” tariff announcements. It then rebounded sharply, gaining roughly 135% later in 2025 before reversing course again. Despite that recovery, the ratio has since fallen another 35% from its recent highs.

Technically, the $ETH/$BTC ratio remains substantially below its 200 week moving average, currently at 0.04828, reinforcing the view that ether remains in a long term bear market relative to bitcoin.

Google’s Threat Intelligence Group (GTIG) has published a major security report warning that artificial intelligence is now being weaponized by state-linked hackers and criminal threat actors at industrial scale — with autonomous malware, AI-generated zero-day exploits, and credential-targeting operations posing a direct and escalating threat to crypto users relying on standard security measures.

The May 11 report, published on the Google Cloud blog by GTIG and drawing on Mandiant incident response engagements, marks a significant escalation from the group’s February 2026 findings. Where that earlier report identified AI-assisted adversarial activity as nascent and experimental, the latest assessment describes a mature transition — one where generative models are now embedded in offensive workflows at scale, not as a curiosity but as operational infrastructure.

AI Writes Its First Zero-Day Exploit
The most significant disclosure in the report is unprecedented. For the first time, GTIG has identified a threat actor using a zero-day exploit believed to have been developed with AI assistance. According to the report, a criminal threat actor had planned to deploy the exploit in a mass exploitation event — a scenario that GTIG’s proactive counter-discovery may have prevented.

The report notes that state-linked actors associated with China and North Korea have separately demonstrated significant interest in using AI for vulnerability discovery. The implications for crypto users are direct: wallet interfaces, exchange login portals, and browser extension-based authentication tools all depend on the same underlying software layers that zero-day exploits target.
