Russia introduces bill to criminalize unregistered crypto Russia’s government submitted a bill to its parliament’s lower house in an effort to amend the country's legal code to attach criminal liability for crypto services offered without regulatory approval or licensing.

In a draft law sent to the State Duma on Friday, Russian lawmakers proposed that entities "carrying out activities related to the organization of digital currency circulation,” that operate without a license from Russia’s central bank, could be subject to criminal liability.
Without registration with the Bank of Russia, individuals could face up to $4,000 in fines and up to four years in prison, or more severe penalties if part of an organized group.

Leading Bitcoin vault company Strategy (MSTR) has proposed adjusting the dividend payment schedule for its perpetual preferred stock, Stretcher (STRC), from once a month to twice a month.

The amendment, outlined in Strategy's investor report, would maintain the annualized dividend yield of 11.5% and total annual payouts unchanged (currently $1.2 billion). Shareholders would no longer receive dividends monthly, but approximately every two weeks, with the first bi-weekly dividend expected to be paid on July 15, following a shareholder vote on June 8.

According to Strategy's report, STRC currently sees an average share price drop of $0.45 after the ex-dividend date (the deadline for holding shares to receive the dividend), taking approximately two weeks to recover to its par value of $100. Typically, the share price drop on the ex-dividend date roughly equals the amount of the dividend payment.

When STRC trades below its par value of $100, Strategy is unable to raise funds to purchase Bitcoin through its market-to-market (ATM) offering program.  By smoothing price volatility, the company aims to bring the price of STRC closer to par value, thereby achieving more stable financing.


The expected bi-weekly payments will reduce this volatility and time lag.

More Stable Bitcoin Purchases

More frequent payments also reduce reinvestment lag and distribute purchasing pressure more evenly throughout the month, allowing Strategy to purchase Bitcoin at a more consistent pace and maintain purchase consistency.

According to the presentation, this shift aligns with the typical twice-monthly payroll cycle in the US and creates more buying and selling opportunities for shareholders, all aimed at reducing volatility.

$RAVE’s 47.97% surge to $27.21 came as derivatives activity intensified, with Open Interest nearing $500M and extreme Funding Rates triggering forced short liquidations.

The rally had clearly outpaced the broader market’s 2.7% gain, reflecting a highly concentrated move driven by positioning.

Notably, over 90% of the token supply had remained concentrated in top wallets, which kept liquidity thin and amplified $RAVE price reactions.

As a result, cascading short liquidations had accelerated upward pressure while traders rushed to cover positions. Funding Rates had also surged to extreme levels, reportedly reaching up to 5,600% APR. This made short positions increasingly expensive to maintain.

This dynamic had created a feedback loop, where rising prices forced further liquidations. However, such conditions often raise concerns about sustainability once forced buying begins to slow.

Outflows tighten supply as sell pressure fades

On-chain data had shown persistent negative Spot Netflows, with the latest recorded outflow at -$840.69K.

This sustained outflow pattern had indicated that traders moved $RAVE away from exchanges into private wallets, reducing the immediately available supply for selling.

As a result, declining exchange balances had eased sell-side pressure and supported the ongoing price expansion.

However, despite this reduction in available supply, the broader move had remained largely influenced by derivatives activity rather than consistent Spot demand.

If inflows begin to return, it could reintroduce sell pressure and weaken the current structure, especially as leveraged positions start to unwind.
