A new proposal in the Bitcoin community, known as BIP-361, suggests freezing coins that could be vulnerable to future quantum computer attacks. The goal is to protect the network from a scenario where advanced quantum machines could break older cryptographic systems and access early or inactive Bitcoin holdings.

The proposal highlights around 1.7 million BTC stored in older address formats that are not quantum-resistant. This includes coins believed to belong to Bitcoin’s creator, which have remained untouched for years but could become a target in the future.

BIP-361 introduces a three-phase plan. First, users would need to migrate to quantum-resistant addresses. Second, old signature methods would be disabled, making coins in outdated addresses unspendable after a set period. Finally, a recovery option using advanced cryptographic proofs may allow users to reclaim frozen funds if they still have access to their private keys.

Supporters view this as a defensive strategy to prevent a major security risk that could damage Bitcoin’s value and trust. However, critics argue that forcing upgrades and freezing funds goes against Bitcoin’s core principles of decentralization and user control.

The proposal is still in an early draft stage and is not close to implementation. It is expected to evolve as research in quantum computing and blockchain security continues.

A set of community-led initiatives went live on April 14 to help Neo stakeholders compare, discuss, and contribute to the governance reform conversation sparked by competing proposals from co-founders Da Hongfei and Erik Zhang. The resources include a side-by-side comparison website, a draft alignment proposal extracting shared principles, and seven structured GitHub discussion issues for community feedback on specific themes.

The efforts arrived one day after Zhang published his Neo Governance Restoration Proposal, which followed Da’s Neo Foundation Restructuring Proposal on April 9. With two formal visions now on the table, these tools aim to make the positions accessible and channel community input toward areas where compromise may be possible.

Comparison site serves as central hub

The comparison site published by Neo News Today at proposals.neonewstoday.com presents 21 governance topics across both proposals in parallel columns, organized into seven thematic areas. Each topic carries a compatibility indicator – “Agree,” “Partial agree,” “Different angles,” or unique to one proposal – giving readers a quick sense of where the founders align and where they diverge.

The site is designed as an entry point to the broader discussion. From each thematic section, users are directed to a dedicated GitHub issue where they can weigh in on that specific area, as well as to the alignment proposal and both original documents.

Alignment proposal identifies 11 shared principles

The U.S. Securities and Exchange Commission has approved a proposal from Financial Industry Regulatory Authority to eliminate the long-standing $25,000 minimum equity requirement tied to “pattern day trader” accounts.

The rule, which has governed U.S. equity trading for years, required traders executing frequent intraday trades to maintain a minimum balance — effectively limiting active trading to higher-capital participants.

That requirement will now be replaced by a real-time, intraday margin system that assesses risk continuously rather than using fixed thresholds.

Legendary trader Peter Brant has highlighted compound pivot bottoms on various historical charts, including copper prices in the 1970s, which led to copper prices doubling in 14 months.

Scroll DAO describes this move as a pragmatic decision. The project team stated that they reviewed the Security Council's usage in recent quarters and found that its spending was excessive while the value gained was disproportionate. In his latest tweet on X, Michael Van De Poppe pointed out that Bitcoin's current price action suggests a gradual upward trend in the near term. The expert emphasized that Bitcoin breaking through $75,000 is crucial for its attempt to reach $85,000 by the end of April. He then stated that Bitcoin's current price momentum is close to $75,000.  A successful breakout above this level could trigger a price surge, propelling Bitcoin steadily towards the $85,000 mark by the end of April 2026.

Pope noted that despite ongoing geopolitical uncertainty, the market has turned bullish, indicating a willingness to rise in prices.

 "#Bitcoin's target is to hit a high, currently consolidating around $75,000. If it can break through $75,000 with volume, it could reach $80,000 to $85,000 this month, as higher timeframe resistance levels are there. Yesterday I analyzed several scenarios I was watching.
