CFTC moves to codify non-custodial software protections after Phantom “no-action” precedentCFTC Chair Mike Selig said the agency will move to convert its March no-action position for Phantom Technologies into formal rulemaking, signaling a shift from one-off staff guidance to durable cross-industry protection for non-custodial software developers.

Speaking at Consensus Miami on Tuesday, Selig framed the change as the next phase in a deliberate sequence.

Notcoin [$NOT] has surged over 21% in the past day at press time, but the rally is drawing skepticism, with key indicators and declining market sentiment raising questions about whether the move can sustain itself.

Community sentiment, which reflects investor conviction in an asset’s direction, fell even as price climbed, widening the gap between price action and the confidence typically needed to back it.

The surge broke 89 days of range-bound trading that began in February, with a two-day consecutive bullish candle formation triggering the breakout, but the indicators behind the move tell a more cautious story.

The Accumulation/Distribution (A/D) indicator spiked within the 24-hour window, reflecting strong buying pressure on the surface. It remained in negative territory throughout, however, signaling that sell-side traders still hold a structural advantage in the market.

At the time of writing, Notcoin’s total volume sat at 6.2 billion, offering little additional weight to the bullish case.

The Relative Strength Index (RSI) compounded the concern, as it crossed above the 70 threshold into overvalued territory. At that level, the indicator typically reflects buyer exhaustion, and a price pullback becomes increasingly probable.

The strongest case for a bull trap comes from the perpetual market, where capital positioning and liquidation data both lean bearish.

CoinGlass data shows the OI-Weighted Funding Rate has turned negative again, and sharply.

At press time, the rate dropped to roughly -0.0676%, indicating that the majority of capital in the perpetual market is held by short traders positioning for a price decline. It stands as the second steepest negative funding reading of the year.

Liquidation data reinforces that picture. Short traders have lost $212,000 over the past day against $202,000 lost by longs, a near-even split

The world's entire economy will be tokenized, says Consensys’ Joseph Lubin



“We’re moving into a world where essentially the entire economy is going to be tokenized,” said Joseph Lubin, CEO and founder of Consensys during a Fireside chat Tuesday at Consensus Miami 2026.

In his Fireside chat with The Rollup's Founder Robbie Klages, Lubin said he believes tokenization is no longer experimental, but inevitable.

The global economy is steadily moving on-chain, and Ethereum is structurally positioned to benefit the most, said the founder of Consensys, a blockchain firm founded in 2014 by Lubin, an Ethereum co-founder. His company focuses on building infrastructure, developer tools, and decentralized applications (dApps) primarily for the Ethereum blockchain.

Lubin traced tokenization back to Ethereum’s origins, describing it as the breakthrough that allowed anyone to issue assets without building a new blockchain.

Now, that early design choice is paying off as financial institutions are increasingly moving their assets onto blockchain rails.

Lubin pointed to the evolution from bitcoin as the first decentralised token to Ethereum’s role in enabling the creation of new tokens without building separate blockchains. He said the technology has reached a level of maturity that is drawing in traditional financial institutions and regulators.

“We’re now sufficiently mature to be attractive to traditional finance organisations and regulators,” he said, pointing to Ethereum’s reliability, security, and scalability as key differentiators.

He said tokenisation is expanding from stablecoins into treasuries and other real-world assets, with more financial activity expected to move onto blockchain infrastructure.

If Ethereum fails to clear $2,375, the chart points to a possible retracement toward the lower boundary of the channel. Ali Charts marked that lower area near $2,210, with intermediate levels around $2,290 and $2,250.

However, a daily close above $2,375 would change the short term setup. Ali Charts said that move could trigger a 7% bullish breakout, with the next structural target near $2,550.
