In a significant move to boost credit access for small and medium-sized enterprises (SMEs), Vietnam’s Ministry of Finance has proposed a draft revised Law on Support for SMEs. The new proposal suggests allowing businesses to utilize digital assets, virtual assets, and intellectual property as collateral for securing bank loans. This policy shift aims to address the long-standing challenges tech startups and smaller businesses face due to a lack of traditional physical assets like land or real estate.

Currently, SMEs and household businesses constitute over 98% of all enterprises in Vietnam, yet they only receive about 20% of the total bank credit in the economy. The Ministry of Finance attributes this imbalance to strict collateral requirements, limited financial transparency, and small capital bases. Under the proposed framework, credit institutions would be encouraged to expand lending based on business plans, credit ratings, cash flows, and future-formed assets rather than relying solely on fixed physical property.



The draft law, which is currently open for public consultation, also outlines broader incentives for sustainable development. Businesses focusing on green projects, the circular economy, and energy-saving initiatives may receive preferential access to credit guarantees, interest-rate support, and tax incentives. Vietnam remains one of the fastest-growing crypto markets globally, ranking fourth in the 2025 Global Crypto Adoption Index, and is reportedly aiming to launch its first regulated crypto market activity later this year.

The position adds a critical dimension to the wallet-led narrative dominating agent payments today. Juniper Research forecasts cross-border B2B stablecoin payments will hit $5 trillion by 2035, up from $13.4 billion in 2026, with B2B taking 85% of total stablecoin transaction value.
Where stablecoins win and where smart rail selection matters
Hirchson, Payouts.com's chief solutions officer, said rail selection is decided by the recipient: country, payment method, urgency, amount, and cost all factor in. Stablecoins win cleanly in two scenarios.
The first is cross-border versus SWIFT, where wire tees and FX spreads can eat 4 to 5% of a transaction. The second is machine-to-API micropayments, where the x402 standard already routes pay-per-call API invoices in stablecoin. Crypto.news reported that Al agents have settled $73 million across 176 million transactions on crypto rails, with USDC handling 98.6%.
