The decentralized autonomous organization (DAO) behind Scroll is planning major structural changes as it looks to reduce costs and stabilize the network.
The team has proposed dissolving its Security Council and transferring control to an internally managed account. According to core contributors, the council has become too expensive relative to its actual usage in recent months.
This move comes shortly after Ether.fi—one of Scroll’s top revenue-generating applications—migrated to the OP mainnet of Optimism. The shift led to the loss of roughly 300,000 user accounts and over $160 million in total value locked (TVL), dealing a significant blow to the network’s activity and revenue.
As part of broader cost-cutting efforts, Scroll is also laying off contributors within the DAO and scaling back its operational committees. If approved, the transition of control could happen within the next 10 days.
“After reviewing the council’s cost versus its actual usage, we believe continuing it is no longer justified,” the team stated.
Scroll emphasized that all contract changes will remain transparent and fully verifiable onchain.
However, the network has also faced scrutiny over recent fee activity. Data from L2BEAT suggests that a spike in network fees earlier this month may not have reflected real demand.
Over a six-day period in early April, Scroll increased its data publishing costs to Ethereum by as much as 1,280x, temporarily creating the appearance of a sharp surge in fee growth. This resulted in users paying over $50,000 in excess fees for transactions that would normally cost around $280. The pricing change was rolled back on April 9.
Meanwhile, Ether.fi’s departure is estimated to have removed around $13 million in annualized revenue from Scroll, according to DeFiLlama.
