What is 'Pump and Dump'?

Isn't it time we addressed the unethical practice known as 'Pump and Dump'? This manipulative scheme involves artificially inflating the price of a cryptocurrency or asset through misleading information, only for perpetrators to sell off their holdings at a profit, leaving unsuspecting investors with worthless assets. Why is this still tolerated?
