Narula suggests introducing a post-quantum-safe output type (such as P2MR from BIP 360) through a soft fork, along with a new post-quantum signature scheme. This would allow users to proactively move their funds into addresses that remain secure—even if a cryptographically relevant quantum computer (CRQC) emerges.
Importantly, her proposal focuses on what can be done immediately. Users who migrate early could effectively shield their assets from quantum threats. Meanwhile, the broader and more controversial questions—like what to do about lost or inactive coins—can be addressed later when the threat becomes clearer.
Narula highlights a key uncertainty: how much of Bitcoin would remain vulnerable if quantum computing arrives. If only a tiny fraction of coins are exposed, the network may remain stable. But if a significant portion (e.g., 20%) is at risk, it could lead to serious disruption.
Still, she argues that uncertainty shouldn’t block progress. Creating a migration path now would not only enhance security but also generate real adoption data, helping the network make better decisions in the future.
She also dismisses overly complex or impractical solutions, such as experimental script-based protections or costly “escape hatch” mechanisms, noting they are not suitable for large-scale deployment.

US Senator Pushes to Move CLARITY Act Markup to May Amid Stablecoin Yield Dispute

Tillis, who has been leading negotiations between both sides, told reporters Monday that he does not expect a markup in April.

U.S. Senator Thom Tillis of North Carolina has urged Senate Banking Committee Chair Tim Scott to postpone the markup of the CLARITY Act to May, citing unresolved disagreements between the crypto and banking industries over stablecoin yield provisions.

Tillis, who has been leading negotiations between both sides, told reporters Monday that he does not expect a markup in April. According to Punchbowl News, he told Scott: "It's very important to me not to accelerate things, to hear everybody, and give them a rational basis for what we do accept."

The central dispute involves whether stablecoins should be permitted to offer yield to holders. The banking industry, including community banks, argues that allowing stablecoin yield could trigger significant deposit outflows that smaller institutions would struggle to absorb without resorting to higher-cost wholesale funding.

Coinbase CEO Brian Armstrong and other crypto industry representatives have pushed for more favorable stablecoin provisions in the bill. Members of both industries were reportedly close last month to a compromise that would allow stablecoin rewards tied to activity on third-party crypto platforms, but not for passive balances.

The same day Tillis made his remarks, crypto advocacy group The Digital Chamber sent a letter to the Senate Banking Committee urging the panel to advance the legislation "as soon as the calendar allows." The group noted that more than 270 days have passed since the House passed the CLARITY Act with bipartisan support.

Several investors said banks have so far avoided XRP mainly due to unclear rules.
