The CLARITY Act has advanced toward a potential July Senate vote, though negotiations over conflict-of-interest provisions continue to divide lawmakers.

According to David Nage, managing director and portfolio manager at Arca, discussions with Senate offices and staff members in Washington left him convinced that most of the work surrounding crypto market structure legislation has already been completed.

In a recent report, Nage wrote that the industry and policymakers are roughly “80–85%” aligned on the substance of the bill despite public disagreements that continue to generate headlines.

The legislation, formally known as the Digital Asset Market Clarity Act, has already secured bipartisan support in committee and now awaits further Senate consideration. While several procedural steps remain, Nage argued that the primary obstacle is no longer market structure policy itself.

Ethereum exchange reserves have fallen to their lowest level in nearly a decade, leaving around 14.5 million $ETH on centralized platforms and reducing the amount of liquid supply available for sale.

At the same time, futures traders continue building bullish positions even as spot demand remains relatively subdued.

Analysts argue that a return of spot buyers could create a supply imbalance, potentially supporting stronger price action in the months ahead.

Ethereum exchange reserves have reached their lowest level in 10 years, renewing debate over whether the market is moving toward a supply shock. The trend reflects investors shifting $ETH into staking, self-custody, and decentralized finance, while liquid supply on exchanges continues to shrink.

Ethereum Exchange Reserves Reflect A Changing Market Structure

Data from on-chain analytics firms indicates that exchange-held $ETH has declined from nearly 35 million coins in 2020 to roughly 14.5 million today. In general, lower exchange balances reduce immediate selling pressure, as fewer tokens remain available for trading.

The shift comes as Ethereum’s ecosystem expands following its transition to proof-of-stake. Millions of $ETH remain locked in staking contracts, while institutional custody solutions continue gaining traction. Long-term holders appear increasingly reluctant to move assets back to exchanges.

Research body GAMRS said the blackout followed several B2B slot suppliers pulling their products after sustained pressure to stop serving unlicensed operators.

On X, Mystake called the disruption “scheduled maintenance.” GAMRS chief executive Jordan Lea framed it differently, telling reporters that for “20 or so hours, users were left not knowing if their funds were gone or not,” and claiming the sites were down on mobile across the UK and most of Europe. Most brands were back the next day, though – by his account and others – not all of their previous games returned.

The episode showed how dependent these operators are on third-party slot content – and how little else the takedown touched. The sportsbook and the crypto payment rails kept running; within a day, Mystake was promoting World Cup betting again.

GAMRS has tracked the network for months. Its research estimates the Santeda group turned over roughly $4.7 billion (£3.51bn) in 2025 – about $1.6 billion (£1.2bn) on Mystake alone – with some 64% of revenue from UK consumers and around $2.7 billion (£2.02bn) deposited by British players a year. The brands lean on “not on Gamstop” affiliate marketing aimed at self-excluded gamblers; 96 UK respondents reported losing about $322,500 (£241,152) on Mystake. As scrutiny grew, the operator moved its Curaçao license from Santeda to a vehicle called GTW B.V., then dissolved both.
