Federal Reserve proposes limited master accounts long pursued by crypto firms
The U.S. Federal Reserve took another step toward special limited payment accounts that would give a lighter version of the master-account services the central bank offers to its fully-fledged banks, opening a comment period on the latest description of the new accounts.

Firms with diverse business models can use such accounts to clear and settle payments to increase speed and reduce their costs, but without master-account status, the Fed explained in a Wednesday statement. The central bank, which supervises and regulates its member banks, had issued a request for information in December to start crafting the concept with an initial 45-day comment period, and this approach is "substantially similar to the prototype outlined" in that effort.

Ripple CLO Stuart Alderoty says the Clarity Act could unlock a multi-trillion dollar US crypto market.

The Senate Banking Committee advanced the Clarity Act 15-9 on May 14, a bipartisan result that lifts the Digital Asset Market Clarity Act toward a full Senate floor vote.

“The Clarity Act isn’t about protecting an industry. It’s about protecting everyday Americans who deserve clear rules when they participate in the multi-trillion dollar crypto economy. 67 million Americans already hold crypto. The data is in. It’s time,” Ripple CLO Stuart Alderoty said in a post.

What the Clarity Act would actually do
The bill would establish which regulator — the SEC or the CFTC — has jurisdiction over specific digital assets, ending the enforcement-by-ambiguity approach that has defined US crypto oversight since 2017. Crypto.news explored why the legislation matters more to $XRP than to almost any other asset.

The Clarity Act would formally classify named tokens including $XRP as digital commodities, removing legal uncertainty that has kept institutional capital on the sidelines. Analysts at Standard Chartered estimate the bill could unlock $4 to $8 billion in additional $XRP ETF inflows alone.

Why this bipartisan vote matters
The 15-9 result marks the first time a comprehensive crypto market structure bill has cleared the Senate Banking Committee with cross-party support. Every Republican voted yes, alongside two Senate Democrats despite opposition from Elizabeth Warren.

Despite the momentum, the bill still needs 60 floor votes to clear a filibuster. It then faces reconciliation between the Banking and Agriculture Committee versions before alignment with the House text from July 2025.

Ethena appears to be moving away from the aggressive funding-rate-driven model that helped make $USDe one of crypto’s fastest-growing synthetic dollar projects.

New dashboard data published by the protocol shows that nearly half of $USDe’s backing now comes from DeFi lending strategies. At the same time, liquid stablecoin reserves account for an even larger share of collateral.

At the same time, yields across the system have continued to fall from the elevated levels seen during earlier phases of the market cycle.

The changes suggest Ethena is gradually repositioning itself from a high-yield derivatives trade toward a more conservative crypto credit and liquidity model.

According to Ethena’s transparency dashboard, DeFi lending represented roughly 47.7% of backing assets as of 20 May, equivalent to around $2bn. Liquid stablecoins accounted for another 52.7%, while institutional lending and crypto basis exposure represented only a small fraction of reserves.

That reserve mix looks very different from Ethena’s original pitch.

The protocol initially gained traction through a delta-neutral strategy that paired spot crypto holdings with short perpetual futures positions to capture funding-rate yield.

The model allowed Ethena to generate double-digit returns during periods of strong derivatives market demand.

But current market conditions appear far less favorable for those trades.

Ethena’s dashboard showed sUSDe APY sitting around 4%, while average funding rates hovered near 6.8%. The protocol’s share of total crypto open interest also stood at just 0.05%, suggesting its exposure to derivatives markets has become relatively limited.

The broader reserve data points to a protocol increasingly focused on maintaining stability rather than maximizing returns.
