JPMorgan CEO Jamie Dimon Opposes CLARITY Act Over Stablecoin Rules

JPMorgan CEO Jamie Dimon criticized the CLARITY Act, saying banks may oppose the bill in its current form. He said the legislation gives crypto companies advantages that traditional banks do not have.

The bill is moving through Congress as lawmakers work on crypto regulations before the election season.

Dimon Raises Concerns Over Stablecoins

Dimon’s main concern is stablecoins and whether crypto firms should be allowed to offer rewards or yield on customer balances.

He said companies offering services similar to bank accounts should follow the same rules as banks, including anti-money laundering rules, Bank Secrecy Act compliance, and regulatory oversight.

Banking groups also said the current version of the CLARITY Act may allow crypto firms to offer bank-like products without being regulated as banks.

Banks are also concerned that stablecoins could reduce deposits in traditional banks and impact lending activity.

Key Disagreements

• Banks oppose yield-bearing stablecoin products without bank-level regulations.
• Dimon said the CLARITY Act lacks clear banking and compliance requirements.
• He also criticized Coinbase CEO Brian Armstrong for supporting the bill.
• Coinbase said stablecoin rewards benefit users and support crypto growth in the U.S.
• The debate increased after Coinbase launched a USDC product offering yields to users.

Senate Vote Expected Soon

The CLARITY Act continues to move through Congress with support from the White House and pro-crypto lawmakers.

Banking groups are pushing for stricter rules, while lawmakers are discussing amendments before the final vote.

Leverage spikes as on-chain sentiment weakens for Bitcoin bulls 

Zooming out, Bitcoin is showing a clear divergence across multiple timeframes.

Technically, BTC is mostly playing out its typical May setup. After April’s strong rally, the market entered May with a more cautious tone, and Bitcoin has followed that path with a 3.5% correction so far, its weakest monthly ROI since February.

But the story changes on the higher timeframe.

Despite the monthly pullback, Bitcoin is still up nearly 8% this quarter. In fact, Q2 is shaping up to be BTC’s strongest quarter since Q2 2025, when the price exploded nearly 30% higher.

That said, with on-chain signals weakening and macro conditions still looking shaky, expecting Bitcoin to repeat that kind of aggressive Q2 rally may be too optimistic

CFTC Clears The Way For Regulated Crypto, Bitcoin Perpetuals—Kalshi Moves Next

The US Commodity Futures Trading Commission (CFTC) announced Friday that it is allowing CFTC-registered exchanges to list a perpetual contract tied to the market’s leading crypto, Bitcoin (BTC). 

CFTC Ramps Up Crypto Perpetual Access
In its announcement, the CFTC said the move creates a clearer path for liquid Bitcoin perpetual products to operate within US rules. 

The agency also framed the change as aligned with President Trump’s stated goal of cementing the United States as the world’s crypto capital, calling the availability of true perpetuals within the country a major advance.

The announcement also comes alongside a separate regulatory action: the CFTC issued a no-action letter to crypto exchange Coinbase. According to the regulator’s guidance, the letter allows Coinbase’s US customers to access the options and perpetuals the company already offers. 

Coinbase Chief Legal Officer Paul Grewal called the development a “massive first for the industry” in a post on X (Previously Twitter), saying it reflects an effort to bring “proven global products under American regulation,” which he argued is key to making the US a leading hub for crypto.
