Shanghai Municipal People's Government Office issued a notice on the "Action Plan for Promoting Innovation and Development of Data Element Industry Based on the New Track of Digital Economy (2023-2025)". The notice pointed out that in conjunction with the requirements of the city's urban digital transformation, further promote the development of data element industry, build a national data exchange, deepen cooperation with national data exchange alliance and other data trading institutions. Layout data trading chain and other hub-type platform facilities across the country, use blockchain technology to promote interconnection of trading institutions, mutual recognition of data business entities, and linkages between on-site and off-site transactions, and build a unified registration and certification service system for data resources, products and assets.
