Loopring launches vote on adding LRC staking function

A passing 'YES' vote will add Layer 2 LRC Staking into the development roadmap of the Loopring core team. L2 LRC Staking pool will receive 45% of the protocol fee distributions going forward, once implemented. Distributions will take place once every quarter to ensure stakers remain staked for at least one full quarter in order to receive distributions.
