Lower house of the Russian parliament rejects the draft law on crypto mining

The document in question prescribes the basics of regulation of cryptocurrency mining on the territory of Russia, however it doesn’t specify what amendments to the current procedure of taxation it is necessary to make, does not stipulate requirements to data centers and mining operators.
The Committee on financial market of Duma issued a negative review on the document. According to it, the document allows to use cryptocurrencies as a means of payment in the Russian Federation, which is prohibited by the Constitution (it states that the only official monetary unit in Russia is the ruble, and the introduction and issue of other money is not allowed).
The Committee also believes that the bill is fragmented and clearly insufficient, failing to meet the requirements of completeness, certainty and unambiguity of the legislation.
Earlier it was reported that the Ministry of Finance is preparing its own version of amendments to the legislation that would regulate the mining of cryptocurrencies.
