US Banking Groups Demand Stronger Stablecoin Yield Limits in Senate Bill
The ABA, ICBA, and 76 state banking groups warn Senate leaders that yield loopholes in the CLARITY Act's Section 404 could trigger deposit flight from community banks.
The American Bankers Association (ABA), the Independent Community Bankers of America (ICBA), and 76 state banking associations sent a joint letter to Senate Majority Leader John Thune and Minority Leader Charles Schumer on July 13, calling for changes to stablecoin yield provisions in the CLARITY Act. The letter targets Section 404, which sets the rules for what rewards payment stablecoin issuers can offer users.

Section 404 bans both direct and indirect interest and yield on payment stablecoins but allows activity-based and transaction-based rewards. The banking groups argue that distinction leaves room for arrangements that function like yield in practice without technically violating the prohibition.
"Significant questions remain regarding whether the current language in Section 404 provides sufficient clarity and certainty to achieve that objective," the associations wrote. They called for stricter prohibitions and the removal of language that could be used to justify rewards tied to stablecoin balances or the length of time a user holds the asset.

The groups warned that without clearer limits, stablecoin issuers could structure rewards programs that encourage customers to hold stablecoins rather than keep money in bank accounts. They argued this could reduce the deposit base community banks rely on to fund local lending.

Community bank deposits, the letter states, directly support mortgage lending, small-business financing, and agricultural credit. A shift of those deposits into stablecoins driven by yield-like incentives could restrict credit access in communities that depend on relationship-based banking.

Bitcoin ETFs Shed $424.66M in Single Day, Wiping Out July's Gains
US spot Bitcoin ETFs lost $424.66M in a single day on July 13, pushing 2026 net outflows to $5.8B and casting doubt on signs of an institutional recovery.

US spot Bitcoin (BTC) exchange-traded funds posted $424.66 million in net outflows on July 13, their largest single-day withdrawal of the month, according to SoSoValue data. The figure erased the prior week's $197.4 million in net inflows, which had ended an eight-week run of weekly outflows.

Monday's reversal shows that last week’s positive flows did not mark a sustained shift in direction.
Net outflows across US spot Bitcoin ETFs have reached roughly $5.8 billion year-to-date. June alone accounted for $4.51 billion of that total, the largest monthly outflow on record for the funds.

Total net assets across the funds stood at $74.79 billion as of July 13, with cumulative net inflows since the products launched in January 2024 sitting at $50.85 billion. The funds crossed the $50 billion cumulative inflow milestone in July 2025, roughly 18 months after their debut.

CryptoQuant analyst “Sunny Mom” noted in a recent update that nearly $10 billion has left US spot Bitcoin ETFs since Oct. 11, 2025. The analyst described the figure as a sign of sustained weakness in institutional participation.

"A definitive, broad-based market bottom has yet to be confirmed," the analyst wrote, adding that growing whale accumulation could help put a floor under prices but does not yet point to a broad recovery.
