CFTC fires back after Kentucky targets Polymarket, Kalshi
The Commodity Futures Trading Commission has sued Kentucky in federal court, seeking to stop the state from enforcing gaming laws against federally regulated prediction market operators.

The case names Kentucky Governor Andrew Beshear, Attorney General Russell Coleman, Department of Revenue Commissioner Thomas B. Miller, and the Kentucky Horse Racing and Gaming Corporation as defendants.

The CFTC says Kentucky’s actions conflict with the Commodity Exchange Act, which gives the regulator authority over futures, options, and swaps traded on federally regulated exchanges.

“Kentucky is the latest state attempting to shut down federally-regulated event contracts,” said CFTC Chair Michael Selig.

The agency asked the court for declaratory and injunctive relief. Kentucky says sports-linked contracts need state oversight.

State action targets platforms

Kentucky sued Kalshi, Polymarket, and partners tied to Coinbase, Robinhood, and Webull on June 17. The state said the companies offered sports event contracts without a Kentucky gaming license and without following state rules. It also argued that the products fall under the state’s definition of sports wagering.

The CFTC rejected that view in its complaint. It said Kalshi and Polymarket are designated contract markets under federal oversight. It also said Coinbase, Robinhood, and Webull are registered futures commission merchants that can offer event contracts through partnerships with regulated exchanges.

Moreover, the regulator described the targeted contracts as swaps under federal commodities law.

The United States is moving closer to a nationwide ban on Central Bank Digital Currencies (CBDCs) after the House of Representatives passed the 21st Century ROAD to Housing Act with overwhelming bipartisan support. The legislation, which primarily focuses on housing affordability, includes a provision that would prohibit the Federal Reserve from issuing or creating a CBDC or any substantially similar digital asset until December 31, 2030.

The bill passed the House by a vote of 358-32 after previously clearing the Senate with an 85-5 vote. It now awaits President Donald Trump's signature, which is widely expected. If signed into law, the measure would mark one of the most significant policy actions against CBDCs by a major economy.

Supporters of the ban argue that a government-issued digital currency could increase financial surveillance and undermine individual privacy. The CBDC prohibition is based on provisions from the Anti-CBDC Surveillance State Act, previously introduced by Representative Tom Emmer. While earlier efforts stalled in Congress, the language has now been incorporated into broader legislation with a significantly greater chance of becoming law.

Zero-knowledge scaling company StarkWare has introduced Private KYC on Starknet, enabling users to complete know-your-customer requirements without revealing their full personal information.

The system, announced Tuesday as a demo, uses STRK20 privacy features and zero-knowledge STARK proofs to let users prove specific attributes, such as being older than 18 or holding valid credentials, without revealing their full passport details or address.

“Whether you need to prove you’re over 18, hold a valid credential or meet an eligibility rule, verification should only confirm the precise fact,” StarkWare said. Corporations should not collect the full identity behind it, “because every identity database becomes a liability the moment it exists.”

KYC compliance involves handing over personal information and trusting companies to keep it safe. The rollout comes as the US hit a record 3,322 data compromises in 2025, a 79% increase over five years, and the global average cost of a data breach is $4.4 million, according to StationX.
