Senate Banking Committee Advances Clarity Act, Two Democrats Break Ranks in 15-9 Vote

The Senate Banking Committee advanced the Digital Asset Market Clarity Act in a bipartisan 15–9 vote Thursday, with Sens. Ruben Gallego and Angela Alsobrooks joining Republicans to move the sweeping crypto market structure bill forward.
The Senate Banking Committee advanced the Digital Asset Market Clarity Act on a 15–9 vote Thursday, with Sens. Ruben Gallego (D‑Ariz.) and Angela Alsobrooks (D‑Md.) joining all 13 Republicans to move the sweeping crypto market structure bill to the full Senate.

The Clarity Act is the Senate’s bid to build a federal framework for digital asset trading, stablecoins and intermediaries, splitting oversight between the SEC and CFTC and setting registration, disclosure and compliance rules for exchanges, brokers and custodians. It now advances alongside a related bill from the Senate Agriculture Committee, with the two texts expected to merge before a floor vote.

Chair Tim Scott (R‑S.C.) cast the markup as a turning point after years in which crypto firms operated in what he called a “regulatory gray zone” under “outdated rules.” 

He said the bill aims to protect consumers, keep innovation in the United States and “close the doors that criminals, terrorists and hostile regimes have tried to exploit,” after months of cross‑party talks that expanded the draft by more than 200 pages.

Sen. Cynthia Lummis (R‑Wyo.), who leads the committee’s digital assets panel, called the Clarity Act “the hardest piece of legislation” she has worked on across decades in state and federal office. She described it as a “case of first impression” that tries to fit new asset types and software into a regulatory code built for earlier markets.

TEL reclaimed the $0.0030 resistance after rebounding sharply from the long-term demand zone near $0.0019. The breakout followed months of sideways movement across the lower range of the daily structure.

Buyers gradually regained control after price repeatedly respected support throughout April and early May. The recovery then accelerated once TEL pushed above the previous consolidation ceiling around $0.0030.

Price later approached the next resistance near $0.0040 as bullish pressure strengthened further. However, the broader structure still showed heavy resistance between $0.0040 and $0.0050 on the chart.

If bulls clear that upper resistance cluster successfully, TEL could extend its recovery toward higher levels. Otherwise, traders could revisit the reclaimed $0.0030 support before another breakout attempt emerges.

RSI climbed above 85 on the daily chart as bullish acceleration intensified rapidly during the breakout. That reading placed TEL deep inside overbought territory after the recent price expansion.

The indicator had previously remained below neutral levels throughout most of the prolonged consolidation period.

Hoskinson Outlines Cardano Strategy Against Future Quantum Computing Threats Cardano founder Charles Hoskinson recently revealed how the project plans to address the long-term risks posed by quantum computing.

Speaking in an interview on Gokhshtein News Network, Hoskinson indicated that Cardano is proactively addressing concerns surrounding quantum computing before they become an immediate threat.

Although experts believe practical quantum threats remain years away, several blockchain projects, including Cardano, have already started researching quantum-resistant alternatives.

This week, the US Senate Banking Committee voted to advance the Digital Asset Market Clarity Act. It marked a key step toward creating a federal regulatory framework for cryptocurrencies in the United States.
The committee approved the 309-page draft introduced earlier in the week. The bill proposes splitting oversight of digital assets between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). It will now move to the full Senate, where it needs at least 60 votes to proceed.

Bitcoin fell to $78,600 on May 15 as bond yields surged to a 12 month high, rattling risk markets.

The US 10-year Treasury yield surged to 4.54% on May 15, its highest point since May 2025, after hotter than expected CPI and PPI data stoked fears of a Federal Reserve rate hike. The 30-year yield crossed 5% while the 2-year broke above 4%.

Inflation and yields hit crypto and equities

Bitcoin fell as low as $78,600, down roughly 4% from Thursday’s $82,000 high, before stabilising slightly above $79,000. The selloff spread to equities, with the Nasdaq 100 opening 1.7% lower and the S&P 500 falling 1.2%.

“The 10Y Note Yield is now above 4.50% for the first time since June 2025,” the Kobeissi Letter noted on X. “Rate hikes are now the base case for the Fed’s expected next move.”

Crypto-linked equities were hit harder. Coinbase dropped nearly 6%, Circle fell 7.4% and Strategy slid 5.4%. Bitcoin miners MARA Holdings and Hut 8 each lost around 7%, while Cipher Mining fell nearly 9%.

CME FedWatch showed more than 44% probability of a Fed rate hike by December, a sharp reversal from expectations of multiple rate cuts at the start of 2026. Gold fell 2.5% while oil rose 3%, crossing $100 per barrel as energy inflation compounded yield pressure.

April CPI came in at 3.8% while PPI matched 2022 levels at 6%, according to official data. Futures traders who began 2026 pricing two or more Fed cuts now expect rates to stay elevated through at least the first half of 2027.

Bitcoin remains below its 200-day moving average heading into the weekend, caught between a regulatory tailwind from the Clarity Act’s Senate progress and a macro headwind from rising yields and accelerating inflation.
