Japan Blockchain Foundation To Issue Yen Stablecoin on Ethereum

Japan Blockchain Foundation plans to launch the EJPY stablecoin on Ethereum and Japan Open Chain in 2026.

Japan Blockchain Foundation announced on May 13 that it will launch EJPY, a Japanese yen-pegged stablecoin, on Japan Open Chain (JOC) and the Ethereum (ETH) blockchain. The foundation said it is currently in discussions with potential trustees for the token.

EJPY is structured as a trust-type stablecoin, with the foundation acting as the settlor. Under Japan's stablecoin regulations, the trust-type model carries no per-transaction remittance cap, unlike the fund transfer service provider model used by earlier issuers such as JPYC, which is subject to a 1 million yen limit per transaction.

Japan Open Chain is an Ethereum-compatible layer-1 public blockchain operated by a consortium of 14 Japanese enterprises. Validators include Dentsu Inc., NTT Communications, and SBINFT Co., with the Japan Blockchain Foundation serving as the consortium's operating entity.

The foundation said EJPY is intended to support B2B settlements, digital asset settlements, remittances, and payments across Web3 services, with multi-chain compatibility planned for consideration in the future. A specific issuance timeline has not been determined, though the foundation aims to complete the launch within 2026, according to local outlet NADA News.

Japan's stablecoin framework has been active since 2023, when regulators introduced formal rules and JPYC became the country's first approved yen stablecoin. Since then, multiple major financial institutions have moved to establish their own positions.

SBI Holdings launched its trust-type stablecoin JPYSC earlier this year in partnership with Startale Group. Meanwhile, three of Japan's largest banks—MUFG, SMBC, and Mizuho—are working on separate stablecoin and tokenized deposit pilots.

## What happened with the KelpDAO freeze

On April 21, 2026, the Arbitrum Security Council executed what appears to be a first-of-its-kind action for a major Layer 2 network. The Council used its multi-signature authority to transfer 30,766 $ETH, linked to a KelpDAO exploit, from the attacker’s address into a frozen wallet on Arbitrum One.
That’s roughly $71 million worth of $ETH, locked in place by a committee of 12 people. Not a court order. Not a protocol-level bug fix. A governance body making a judgment call in real time.
The action required 7 out of 12 Council members to sign off, which is the threshold built into the multisig structure.

As senators have finalized the text of the CLARITY Act, the digital asset market structure bill is now set for a key vote in the Senate Banking Committee this Thursday, May 14. Against this backdrop, Strategy founder Michael Saylor publicly explained why the legislation is a fundamental pillar of his long-term Bitcoin strategy.

While media attention remains focused on debates around stablecoins, Saylor views the bill through the lens of corporate finance and $BTC accumulation, and highlights two main factors:

Institutional validation of digital capital: The bill removes what Saylor calls the regulatory "fog" surrounding digital assets in the United States. This opens the door for conservative investment funds to make large-scale allocations into Bitcoin and, by extension, into Strategy (MSTR) shares as the primary regulated vehicle for Bitcoin accumulation.

Language surrounding rewards: Saylor separately pointed to the provision recognizing activity-based rewards in distributed ledger systems as "critically important for innovation and mass adoption". In his view, this effectively legitimizes the infrastructure required to build responsible digital yield markets.

Last night's CLARITY Act markup would unlock the next wave of Digital Capital, Digital Credit, and Digital Equity in the U.S. and globally — institutional validation for $BTC, a framework for $STRC -powered digital yield markets, and broader adoption of $MSTR.

Despite optimism across the crypto industry, the bill is advancing amid a difficult political compromise, as major U.S. labor unions including SEIU, AFT, NEA and AFSCME have already sent a letter to the Senate demanding the proposal be rejected. The organizations argue that legalization in its current form could create risks for the pension programs of ordinary workers.

Tokenized real-world assets have become one of crypto’s fastest-growing sectors. Asset managers and fintech firms view blockchain rails as a way to modernize how financial products are issued, traded and used as collateral. The broader market for tokenized assets could reach trillions of dollars over the next decade, according to multiple industry forecasts.

NUVA was designed as a distribution layer for tokenized assets, allowing them to move beyond closed financial networks and into DeFi markets, giving average retail users access to assets often limited to accredited investors.

It debuts with two flagship products: a Treasury-linked yield vault called nvYLDS, tied to Figure's SEC-regulated stablecoin YLDS with more than $500 million supply, and nvPRIME, a token tied to Figure's $18.4 billion portfolio of home equity lines of credit (HELOCs). While the former gives investors money market yield, the latter offers high single-digit yield — more than 7% currently — that is mostly accessible to institutions and accredited investors in traditional finance.
