'I don’t think that’s crazy': Here is why Circle is betting on new $3 billion blockchain


ircle’s (CRCL) upcoming Arc blockchain and its $222 million token presale are raising a broader question for crypto investors: should Circle still be valued mainly as a stablecoin issuer, or as an infrastructure company building the rails for digital finance?

Alongside its quarterly earnings this week, the company announced a major fundraising round for Arc ahead of a planned summer launch, valuing the network at roughly $3 billion backed by investors including a16z crypto, Apollo, BlackRock and ARK Invest.

While earnings results were mixed, the news resonated well with investors, as Circle shares surged more than 15% on Monday, suggesting the launch addresses a critical compliance gap for Wall Street.

"We have built what we believe will be one of the most institutionally-ready networks in the world,” Allaire explained during the earnings call, describing Arc as a system designed to be operated by financial institutions with the "trust required for global economic infrastructure."



While this move was cheered by the market and some analysts, including Clear Street's Owen Lau, who called Arc a "second growth engine" for the USDC issuer, there are still questions about the valuation of Circle's shares versus Arc's token, as well as rising competition.

So far, Q2 has been broadly bullish across the board, with markets shifting back into a risk-on mood.

From a technical standpoint, Bitcoin’s 6% gain in May has lined up with a more than 7% pullback in oil prices after they peaked near $120 per barrel earlier in the month.

Typically, easing oil prices are seen as supportive for risk assets, as they help cool inflation pressures and improve overall liquidity conditions.

However, that trend looks short-lived. As highlighted in the latest remarks from U.S. President Donald Trump on Iran’s response to the U.S. 14-point peace proposal, geopolitical uncertainty quickly re-entered the picture.

The result: U.S. oil prices jumped nearly 5% after President Trump said he “doesn’t like” Iran’s response. Meanwhile, Bitcoin reacted with a 1.5% pullback.

Naturally, that brings flow dynamics back into focus around tokenized gold.

With the BTC/XAU ratio already up 5% on the month, flows are still favoring Bitcoin over traditional gold, extending April’s 12.6% move in the ratio. That said, with macro FUD creeping back in, the setup leaves the door open for capital rotating back into tokenized gold if risk-off sentiment builds.

If that rotation picks up, the risk of Bitcoin echoing a Q1-style correction in Q2 starts to rise, as investors rotate into safety via XAUT rather than staying exposed to BTC beta or traditional gold, making this a key flow watch for the rest of the Q2 cycle.

That’s essentially what OpenAI has done. The company’s GPT-5.5-Cyber model is being positioned as a cybersecurity asset for European institutions and defenders. EU officials have expressed strong support for the offer, which would give government-aligned security teams access to advanced AI capabilities designed to identify and respond to threats.

Anthropic’s slower road

Anthropic’s situation tells a different story. Four to five meetings with Commission officials is not nothing, but it hasn’t translated into the kind of concrete access that OpenAI is offering.

The Mythos system, Anthropic’s advanced model at the center of these discussions, remains out of reach for EU defenders for now.

Why this matters beyond Brussels

The Commission’s engagement with these AI firms is about more than cybersecurity tooling. It’s a signal about how Europe intends to integrate frontier AI models into its institutional infrastructure.

Europe has positioned itself as the global leader in AI regulation through the AI Act, with enforcement phases starting in 2025. By negotiating direct access to models from OpenAI and Anthropic, the Commission is acknowledging that it needs the private sector’s most advanced technology to defend against increasingly sophisticated cyber threats.

Huma Finance has disclosed that its legacy V1 contracts on Polygon were exploited, with roughly $101,400 in $USDC and $USDC.e drained from old liquidity pools that were already in the process of being wound down. The team stressed that no user deposits on its current PayFi platform are at risk, Huma’s PST token was not impacted, and its re‑architected V2 system on Solana is structurally separate from the affected contracts.

According to an official post on X, “Huma Finance’s V1 BaseCreditPool deployments on Polygon were exploited … for ~$101K. Total drained: ~$101.4K ($USDC + $USDC.e),” with the team confirming that the incident was confined to deprecated contracts rather than live production vaults. A detailed write‑up from Web3 security firm Blockaid, cited by CryptoTimes, attributes the loss to a logic flaw in a function called refreshAccount() inside the V1 BaseCreditPool contracts, which incorrectly changed an account’s status from “Requested credit line” to “GoodStanding” without sufficient checks.

That bug let the attacker bypass access controls and withdraw funds from treasury‑linked pools as if they were an approved borrower. Blockaid’s analysis shows about 82,315.57 $USDC drained from one contract (0x3EBc1), 17,290.76 $USDC.e from another (0x95533), and 1,783.97 $USDC.e from a third (0xe8926), all in a tightly orchestrated sequence that executed in a single transaction. The exploit did not involve breaking cryptography or private keys, but rather manipulating business logic so the system “thought” the attacker was allowed to pull funds.
