Armstrong: Crypto Situation to Clear Up Regardless as Senate Vote Nears
Coinbase CEO Brian Armstrong attempted to calm market nerves ahead of a key Senate vote on cryptocurrency legislation next month. He stated that regulatory clarity is coming regardless, outlining two scenarios: the "CLARITY Act" (officially the Digital Asset Market Transparency Act) passing with over 60 Senate votes on September 15, or new rules from the CFTC and SEC by September 16.
The bill, which passed the House in 2025 with bipartisan support, faces a Senate cloture vote on September 15. Republicans need at least seven Democratic votes to reach the 60-vote threshold. Failure could delay the bill, as Democrats seek stricter provisions on ethics and illicit finance, while Republicans prioritize regulatory certainty for crypto firms.
Simultaneously, regulators are preparing their own frameworks. The CFTC is developing a "digital asset market" registration category, and the SEC and CFTC have a joint "Project Crypto" initiative with a five-category interpretive framework for digital assets.
Armstrong linked his optimism about clarity to a bold Bitcoin price prediction of $300,000-$400,000 by 2030, citing institutional adoption, Bitcoin's fixed supply, and potential U.S. regulatory progress. With 15 weeks until the Senate vote, the industry anticipates imminent change, whether from Congress or federal agencies.
