Чешский регулятор в целях эксперимента направил $1 млн на криптоактивы

Чешский национальный банк (CNB) объявил о создании экспериментального криптопортфеля на сумму $1 млн. В него вошли биткоин, долларовые стейблкоины и токенизированный депозит. Это первый известный случай появления биткоина на балансе центрального банка.

Пилотный проект был одобрен советом управляющих CNB 30 октября. В банке заявили, что цель теста — получить практический опыт работы с технологиями на основе блокчейна, «которые в будущем могут коренным образом изменить работу финансовой и платежной систем».

Центробанк протестирует всю цепочку процессов, связанных с покупкой, хранением и управлением цифровыми активами: от технического администрирования ключей и многоуровневых процессов утверждения транзакций до кризисных сценариев и механизмов безопасности. Также будут проведены проверки соответствия требованиям по борьбе с отмыванием денег.

Инициатором эксперимента выступил глава CNB Алеш Михл. По его словам, идея оценить потенциал биткоина как стратегического актива пришла ему в голову еще в начале года. А дальнейшие обсуждения проекта привели к расширению проекта на стейблкоины и токенизированные депозиты. Такая структура потрфеля позволит регулятору сравнить различные типы цифровых активов и их свойства, протестировать их учет, аудит и способы использования в расчетах, говорится в сообщении.

«Мы будем постоянно информировать общественность о нашем опыте и представим общую оценку проекта примерно через два-три года», — сказал Михл.

В банке подчеркнули, что цифровые активы в тестовом портфеле отделены от валютных резервов и никоим образом не влияют на способность CBN проводить потенциальные валютные интервенции или осуществлять прямую денежно-кредитную политику. Отдельно отмечается, что CNB «не планирует в ближайшем будущем включать биткоин или другие цифровые активы в свои международные резервы».

В январе Михл предлагал в целях диверсификации инвестировать в биткоин до 5% резервов чешского Центробанка. Он отмечал инициативу президента США Дональда Трампа о создании крипторезерва в США, но также добавлял, что тенденция к росту биткоина сохранится, даже без влияния американцев.

Указ о формировании крипторезерва Трамп подписал в марте, но о его фактическом создании официальных сообщений до сих пор не было. Аудит национального резерва биткоинов США задержался более чем на полгода.
