Три законопроекта, включённых в криптовалютную повестку республиканцев, получили двухпартийную поддержку, несмотря на сопротивление демократов, выражающих обеспокоенность возможными коррупционными рисками и конфликтами интересов.

После задержек, вызванных дискуссиями о цифровых валютах центральных банков (CBDC), Палата представителей США одобрила три важных криптовалютных законопроекта. На заседании в четверг депутаты проголосовали:

  • 294 против 134 за Закон о прозрачности рынка цифровых активов (CLARITY)
  • 308 против 122 за Закон о создании национальных стандартов для стейблкоинов (GENIUS)
  • 219 против 210 за Закон о государственном надзоре за CBDC

Республиканцы активно лоббировали принятие пакета законопроектов в рамках так называемой «криптонедели», что соответствует заявлениям президента Дональда Трампа о необходимости ускоренного регулирования крипторынка. Однако процесс голосования столкнулся с задержкой, когда часть республиканцев потребовала внести поправку, полностью запрещающую разработку CBDC в США.

Представители криптоиндустрии в основном оценили принятие законопроектов как значительный успех. Наибольшие разногласия вызвал анти-CBDC закон, получивший минимальную поддержку демократов.

Саммер Мерсингер, бывший член Комиссии по торговле товарными фьючерсами и нынешний глава Ассоциации блокчейнов, заявила, что закон о CBDC поддерживает «конфиденциальность, рыночную конкуренцию и финансовую свободу личности».

Перед голосованием конгрессвумен от Калифорнии Максин Уотерс призвала демократов отвергнуть все три законопроекта. В противовес «криптонеделе» республиканцев Уотерс организовала «неделю борьбы с криптокоррупцией», обвиняя администрацию Трампа в коррупционных схемах.

«Эти законопроекты создадут опасные пробелы в финансовом регулировании, подвергая риску потребителей и инвесторов под предлогом поддержки инноваций, — заявила Уотерс. — Они могут спровоцировать финансовый кризис, подобный кризису 2008 года, когда триллионы долларов были потеряны из-за псевдоинноваций».

По имеющимся данным, Трамп готов подписать Закон GENIUS уже в пятницу, если Сенат не внесёт в него дополнительные поправки. Законы CLARITY и анти-CBDC направятся на рассмотрение в Сенат для возможной доработки перед окончательным утверждением.
