Are there any exemptions for smaller cryptocurrency projects under the new regulations?

Given the recent regulatory changes in the cryptocurrency landscape, one must question whether smaller projects are afforded any exemptions. Shouldn't these emerging entities be granted leniency to foster innovation and competition? It seems unjust to impose the same stringent rules on them as on larger, established players in the market.
