U.S. regulator warns prediction markets against cutting corners in event contracts



The U.S. Commodity Futures Trading Commission, which has claimed a role as the leading regulator of prediction markets firms run by companies such as Kalshi, Coinbase, Polymarket and Crypto.com, issued an advisory on Friday reminding the businesses that they shouldn't cut corners with far-ranging contract certifications meant to encompass a wide array of events.

The agency said that "broad, template-style certifications should not be submitted," marking the second time in recent months that the regulator has had to warn about overly generalized submissions.

Many of the "designated contract markets" regulated by the CFTC "continue to self-certify event contracts" (in other words, prediction market contracts) as broad templates "without supplying the terms and conditions of each proposed permutation and a concise explanation and analysis with respect to the product’s terms and conditions, the underlying commodity, and the product’s compliance," the agency said.

The regulator said skirting the process can undermine its ability to work out whether the firm "has supplied all information, explanation and analysis required" and has "adequately evaluated the settlement methodology, data sources, and core-principles compliance of all permutations of the contract."

That said, the agency explained that "closely related event contracts may be certified as a class," citing legitimate ways to make consolidated filings with shared exhibits.

The explosive growth of the event-contracts market — especially in the areas of sports bets and predicting political outcomes — is to some degree a figure-it-out-as-we-go situation, considering the relative inexperience of much of the industry and the uncertain legal footing of the CFTC.

Firms now facing the ongoing cost of operating under comprehensive regulation, suggesting the next chapter won't be defined by licensing victories, but by mergers, acquisitions and collaborations between crypto-native firms and established financial institutions.That trend could accelerate further in the U.K., where the Financial Conduct Authority's (FCA) proposed crypto framework is expected to impose standards comparable to MiCA by weaving crypto activities into Britain's existing financial services regime.

"The FCA is trying to help competition, and it really is trying to help newcomers," said Steven Lightstone, a partner at Morgan Lewis' London office and co-leader of the firm's global fintech industry team. But, he added, "it does have very high standards, particularly where consumers are involvedUnlike the EU's standalone MiCA framework, the U.K.'s proposals would integrate crypto firms into the same regulatory architecture that governs traditional investment firms. That means businesses would face familiar prudential, operational and client asset requirements rather than a bespoke crypto regimeAs it uses existing rules, it’s going to be much less like a standalone framework," Lightstone said. "A crypto firm will be treated like any normal traditional financial institution," adding that "it will still be hard to get FCA authorization."

For established banks and investment firms already operating under those rules, adapting to crypto may be relatively straightforward. For newer crypto businesses, however, the cost of building governance, capital and custody systems from

On the positive side, Ripple Labs is working on improving $XRP Ledger’s utility. In a statement this week, t54, a company behind XRPL x402 Facilitator, AI agent payments on XRPL now support Mastercard’s Verifiable Intent (VI) standard. Through this integration, developers can prove who authorized a payment, under what limits, and for which purchases.

The daily chart shows that the $XRP token has remained in a tight range in the past two months. It has remained above the key support level of $1.007 and resistance at $1.2898.

The token has dropped below the 50-day Exponential Moving Average (EMA), while the Relative Strength Index (RSI) has dropped below the neutral level of 50.

Therefore, the token may continue falling, potentially to the key support level of $1. A drop below that level will point to more downside, potentially to the psychological point at $0.50.
