Dubai’s Virtual Assets Regulatory Authority has issued new anti-money laundering guidance that pushes licensed crypto firms toward more data-driven and frequently updated risk assessments.

The guidance, released on June 12, requires virtual asset service providers to integrate FATF high-risk and increased-monitoring jurisdictions into their compliance processes. It also raises expectations around risk monitoring, senior management oversight, AI-related risks, anonymity-enhancing transactions, and proliferation financing.

The update raises the compliance bar for one of the world’s most active crypto licensing hubs. NeosLegal estimates that more than 100 VASPs hold permits or approvals across UAE regulators, including VARA, ADGM, DFSA, CBUAE, and CMA.

For global exchanges and custodians operating in Dubai, the message is clear: access to the market now comes with heavier operational obligations.

VARA’s updated framework requires licensed firms to move beyond static compliance checklists and maintain risk assessments that reflect current business activity.

Firms must assess risks tied to customer profiles, transaction types, products, services, delivery channels, and geographic exposure. Countries identified by the Financial Action Task Force as high-risk or subject to increased monitoring must be factored into those assessments promptly.

Risk assessments must be reviewed at least every three months, or sooner if a firm changes its products, services, business model, ownership, or corporate structure. That makes compliance an ongoing process rather than a periodic licensing exercise.

The guidance also requires firms to distinguish between money laundering, terrorist financing, proliferation financing, and targeted financial sanctions risks. They cannot treat all financial crime risks as one broad category.

BlackRock’s Bitcoin income ETF BITA begins trading on June 16
BlackRock’s Bitcoin income-focused ETF will begin trading on Nasdaq on June 16 after receiving regulatory approval from the U.S. Securities and Exchange Commission.

According to Bloomberg ETF analyst Eric Balchunas, Nasdaq confirmed that BlackRock’s iShares Bitcoin Premium Income ETF, trading under the ticker BITA, would launch on Tuesday. The confirmation came one day after the SEC approved the fund’s notice of effectiveness, clearing the way for public trading.

Anthropic’s decision to shut down access to its latest artificial intelligence models after a US order to suspend access to foreign nationals highlights the risks of centralized control in AI, which could increase demand for decentralized alternatives, says Grayscale.

Grayscale head of research Zach Pandl said in a note on Monday that the order to cut access to Anthropic’s Fable 5 and Mythos 5 shows “the centralized control of frontier AI technology and drives home the need for decentralized alternatives.”

“We expect demand for decentralized AI, like Bittensor and its $TAO token, to continue to rise as investors seek alternatives,” Pandl said.

The US government on Friday directed Anthropic to suspend access to the models for foreign nationals over national security concerns. Anthropic subsequently disabled access to Fable 5 and Mythos 5 for all users to comply with the order.

Pandl noted that in the 12 hours after Anthropic cut access to its latest models, Bittensor’s $TAO token climbed 30% as users sought out a decentralized alternative, climbing to a three-week high of $283 on Monday.

Pandl explained that Bittensor offers an “alternative vision for AI based on decentralized principles,” aiming to provide access to AI resources through an open, global, decentralized network.

“Think of it as Bitcoin for AI.”

“Access to artificial intelligence is becoming an increasingly important economic resource,” Pandl added. “As AI capabilities continue to improve, governments and AI labs will play an increasingly important role in determining who can access these tools and under what conditions.”
