Bill Regarding Bitcoin (BTC) Cryptocurrencies in Russia Receives First Official Approval!

Russia, where the use of Bitcoin (BTC) and cryptocurrencies is very high, continues to take regulatory steps.

According to the Russian local news agency TASS, the Russian State Duma has approved a bill on cryptocurrencies in its first reading.

At this point, the Duma approved a bill titled “On Digital Currency and Digital Rights”.

The essence of the bill is to appoint the Central Bank of Russia as the regulatory authority for cryptocurrencies and to allow the use of cryptocurrencies in foreign trade payments.

According to the draft law, the Central Bank of Russia will be designated as the key institution overseeing the cryptocurrency market, granting broad powers to issue licenses, approve or prohibit transactions, and determine legality.

The bill also defines the procedures for banks and brokerage firms to enter the cryptocurrency market. Accordingly, regulations regarding cryptocurrency investment will be applied differently depending on the eligibility criteria.

Specifically, the limit for purchasing cryptocurrency is capped at 300,000 rubles per person for unqualified investors. However, this limitation will not apply to qualified investors.

The bill also recognizes cryptocurrencies as property under the Russian legal system.

Finally, the bill needs to pass second and third readings in the State Duma before being submitted to the Federal Council and ultimately to the President for approval. According to the report, if officially approved, the bill is expected to come into effect on July 1, 2026.

Buyers are active, but not aggressive enough to reclaim supply zones, keeping the price capped below resistance. As a result, XRP remains in a range-bound structure with a bearish tilt, where rallies are being sold into rather than sustained.

The daily chart highlights a clear range-bound structure, with XRP price trading between a well-defined resistance near $1.45 and support around $1.05. Price action has repeatedly tested the upper boundary but failed to sustain a breakout, reinforcing this zone as a strong supply area where sellers continue to dominate. The price continues to respect the descending trendline near the $1.48–$1.50 region, while the lower boundary is gradually rising from the $1.12 lows, creating a squeeze in price action.

Stablecoin regulations have become a recurring issue in both centralized and web3 circles, with skyrocketing adoption rates drawing in policy watchers. Regulators cite potential fraud risks as a tool in the hands of bad actors and as a source of wider disruption to global finance. The Bank of International Settlements (BIS) joined the long list of institutions warning against the widespread adoption of stablecoins. General Manager Pablo Hernandez de Cos stressed the impact dollar-backed assets could have on global finance. 

According to him, top assets like USDT and USDC, the two largest stablecoins by market share, are more like investment products than traditional payment methods. This hinges on fees, current regulations, and discrepancies in secondary markets. 

“In my remarks today, I would like to frame the broader debate on stablecoins. I will first discuss the characteristics and current use cases of stablecoins. Then I will reflect on the “moneyness” of today’s stablecoins, meaning the degree to which they function as a means of payment.”

Stablecoins modeled as an investment product defeat their purpose as a wide means of payment. In a nutshell, he likened them to exchange-traded funds (ETFs). The risks become evident when holders increase short-term government debt to finance the acquisition of these assets. 

In a situation where holders panic sell, traditional markets will be affected, he added. However, pro-crypto users rejected arguments that slight price shifts and discrepancies could affect global finance, as tokens move with the dollar.

Sun alleges an undisclosed smart contract function was used to freeze his 2.9 billion WLFI token position.

World Liberty Financial maintains the token freeze was a routine security measure, not targeted at Sun.

Sun, the founder of the Tron blockchain, first invested $30 million in World Liberty Financial in late 2024, ahead of the WLFI token’s public launch. The investment made him one of the project’s most prominent early backers and led to his appointment as an advisor. As Bitcoin.com News reported at the time, the move was seen as a high-profile endorsement of a project tied directly to Donald Trump’s political brand.By early 2025, Sun had built his WLFI position to approximately $75 million. The relationship began to unravel in September 2025 when World Liberty Financial froze his wallet, which held 540 million unlocked WLFI tokens and 2.4 billion locked tokens.

Sun alleged that the project had embedded an undisclosed “backdoor blacklisting function” in its smart contracts, a mechanism allowing issuers to freeze or effectively confiscate investor tokens without prior notice. As Bitcoin.com News reported, Sun publicly called the move the opposite of decentralization.

The complaint filed April 22 lists multiple causes of action, including breach of contract, fraud in the inducement, conversion, unjust enrichment, and declaratory relief.
