Arbitrum freezes $71 million in ether tied to Kelp DAO exploit

A chunk of the Kelp DAO haul is no longer going anywhere.

Arbitrum's Security Council froze 30,766 $ETH worth roughly $71 million on Monday night, moving funds linked to Saturday's $292 million rsETH exploit into an intermediary wallet that can only be accessed through further Arbitrum governance action.

The council said it acted on input from law enforcement regarding the exploiter's identity and executed the freeze "without impacting any Arbitrum users or applications."

The transfer completed at 11:26 p.m. ET on April 20, according to Arbitrum's statement on X. The stolen funds are no longer controllable by the address that originally held them.

The move recovers about a quarter of the total amount drained from Kelp's LayerZero-powered bridge on Saturday, when attackers pulled 116,500 rsETH by exploiting compromised verifier infrastructure. LayerZero attributed the attack with preliminary confidence to North Korea's Lazarus Group.

Arbitrum is a layer-2 blockchain, meaning a network built on top of Ethereum that processes transactions more cheaply and settles them back to the main chain. Its Security Council is a group of elected signers with emergency powers to take protective action in exactly this kind of scenario, though governance-level interventions on user funds remain rare and controversial because they introduce a degree of discretionary control over an otherwise permissionless network.

Is XRP Ready to Counter the Quantum Threat? Developers Make an Official Announcement!

While the threat of quantum computing has long been considered a theoretical risk in the cryptocurrency space, recent research has made it a more realistic issue, and Ripple has taken a significant step in this direction.

The company announced a multi-phase roadmap on Monday aimed at building a quantum-resistant architecture for the XRP Ledger (XRPL) by 2028.

Ripple's plan envisions a gradual transition rather than a sudden, radical overhaul of existing systems. This includes first testing quantum-resistant cryptographic solutions, then deploying a hybrid model that works in conjunction with existing infrastructure, and finally scaling these systems. The company is also collaborating with Project Eleven to accelerate development, including validator testing and the development of early storage prototypes.

A notable element of the quantum threat response plan is an emergency scenario called "Q-Day." This plan includes a transition mechanism that allows users to securely transfer their assets to quantum-resistant accounts should current cryptographic standards be compromised.

These developments are underpinned by a recent research release from Google's quantum artificial intelligence.  The study suggests that by 2032, sufficiently advanced quantum computers could potentially crack existing cryptographic algorithms used in blockchains. These algorithms are crucial for wallet security, transaction signing processes, and the protection of digital assets.

While there is no immediate direct risk, experts say the threat has moved from a theoretical level to a "trusted" level. Specifically, in the so-called "collect-then-decrypt" scenario, malicious actors could collect publicly available encrypted data on the blockchain today and decrypt it in the future using quantum computers.

If you are a bank, your core business model is quite elegant. You take people’s money, you pay them zero percent interest on their checking accounts, and you lend that money out to other people at five or seven percent interest. You keep the difference. This is a very good business, and if you have it, you will fight very hard to keep it.

The problem with paying your depositors zero percent is that eventually, someone else will come along and offer to pay them something. When this happens, you have two choices. You can raise your own deposit rates to compete, which costs you money and ruins your business model. Or you can go to the government and ask them to make it illegal for the others to pay interest.

Historically, banks strongly prefer the second option.

A stablecoin is a cryptocurrency pegged to the US dollar. If you give a stablecoin issuer a dollar, they give you a digital token, put your dollar in Treasury bills, and earn about 4%. Historically, stablecoin issuers have kept that yield for themselves. The obvious next step in the evolution of this product is that they share some of the yield with you, so that you will hold their token instead of leaving your money parked elsewhere.

Under $GENIUS, issuers themselves cannot pay yield to holders. The live CLARITY fight is whether affiliated exchanges, distributors, or rewards programs can share those economics with users in ways that are functionally equivalent to interest.

The banks do not care for this.

And so they are calling their senators. Congress has been locked in talks for months over a crypto regulatory framework — the $GENIUS Act last summer for stablecoin issuers, and now the CLARITY Act for everything else, including the question of what stablecoin players can do.
